<br />MINUTES <br />OF THE <br />JOINT WORKSHOP <br />OF THE <br />CITY COUNCIL AND ECONOMIC VITALITY COMMITTEE <br /> <br />February 28, 2006 <br /> <br />1. CALL TO ORDER <br /> <br />The joint workshop was called to order by Mayor Jennifer Hosterman at 6:38 <br /> <br />p.m. <br /> <br />Those in attendance were as follows: City Councilmembers Steve Brozosky, <br />Cindy McGovern, Matt Sullivan, Jerry Thorne, and Mayor Jennifer Hosterman; <br />Economic Vitality Committee members: Julie Robey (Tri-Valley CVB), Judy Wheeler- <br />Ditter (PDA), Sharrell Michelotti (Pleasanton Chamber of Commerce), Arne Olson <br />(Financial Institution), Mark Heidohrn (Environmental), James Paxon (Business Park), <br />Dave Walden (Professional Services Firm), Kristi Rocha (Citizen At Large), and April <br />Mitchell (Non-Profit). Staff members present were: Nelson Fialho, City Manager; <br />Michael Roush, City Attorney; David Culver, Finance Director; Sue Rossi, Assistant <br />Finance Director; Jerry Iserson, Director of Planning and Community Services; Janice <br />Stern, Principal Planner; and Pamela Ott, Economic Development Manager. <br /> <br />1 A. Draft Revisions to the Economic and Fiscal Element of the General Plan <br />(SR 06:064A) <br /> <br />Janice Stern presented the staff report. <br /> <br />Jerry Thorne referred to Program 2.5 regarding enhancing efficiency of delivery <br />of city services, etc. and asked how that would be measured? <br /> <br />Ms. Stern said that had not been considered as yet. There is a lot of feedback <br />from people seeking development applications and other services. That is one way of <br />seeing how effective the city has been in delivering services. There could also be focus <br />groups of people who use city services to find out what issues need to be improved. <br />Surveys could also be used. <br /> <br />Mr. Thorne wanted to see some kind of measure that reflects where the city is <br />now and then after actions are taken to improve the processes, measure to see if <br />progress has been made. He then referred to the suggestion to create a team of staff <br />members as a point of contact for the business community and felt that was already <br />being done. <br />
