<br /> MINUTES <br /> OF THE <br /> JOINT WORKSHOP <br /> OF THE <br /> CITY COUNCIL AND PLANNING COMMISSION <br /> August30,2005 <br /> 1. CALL TO ORDER <br /> Mayor Jennifer Hosterman called the joint workshop to order at 6:32 p.m. <br /> Those in attendance were: City Councilmembers Steve Brozosky, Cindy McGovern, Matthew <br /> Sullivan, Jerry Thorne, and Mayor Jennifer Hosterman; Planning Commissioners Brian Arkin, Philip <br /> Blank, Ann Fox, Trish Maas, and Mary Roberts. Staff members present were: Nelson Fialho, City <br /> Manager; Lynn Tracy Nerland, Assistant City Attorney; Jerry Iserson, Director of Planning and <br /> Community Services; Janice Stern, Principal Planner, Rob Wilson, Director of Public Works; Jeff <br /> Knowles, Traffic Engineer; Brian Swift, Retired Director of Planning and Community Services; and Mike <br /> Tassano, Traffic Engineer. <br /> 2. GENERAL PLAN UPDATE: CIRCULATION ELEMENT UPDATE <br /> Consideration of a preferred street circulation network ("a working draft") and information regarding cut- <br /> through traffic. (SR 05:240) <br /> Jerry Iserson presented the staff report and indicated this would be the last workshop dealing <br /> with traffic circulation. The next workshops will deal with land use and in spring there would most likely <br /> be changes to the draft working circulation plan. <br /> Mary Roberts asked about the probability of extending Rose Avenue, since it appears the Fair <br /> Board does not want that to happen. <br /> Mr. Iserson indicated the Fair Board has not been willing to provide right of way for the <br /> extension. If the extension were part of the General Plan, staff would continue to work toward that goal <br /> with the Fair Board. If it is removed from the General Plan, that would no longer be an option for the <br /> future. <br /> Brian Arkin referred to the transportation improvement fees that have been collected for certain <br /> extensions or street widenings. If the decision is made to not proceed with those projects, what <br /> happens to those fees? Can they be used for other projects in the city? He noted that some of the <br /> assumptions in the traffic model, such as Highway 84 or Jack London extension, are out of the control <br /> of the city and asked what would happen if they were taken out of the traffic model. <br /> Jeff Knowles explained that the staff report included the CalTrans project for funded safety <br /> improvement to Pigeon Pass. There is also a project for widening of Isabel, which is currently in the <br /> environmental document phase. In addition there is the widening of Stanley to the freeway, which <br /> should have a ground breaking in the next two years. Staff included the Dublin projects as well as land <br /> use for Dublin and Livermore to build out to 2025. <br />
