MINUTES <br /> OF THE <br /> JOINT WORKSHOP <br /> CITY COUNCIL - PLANNING COMMISSION <br /> <br /> March 22, 2005 <br /> <br />1. Workshop Call to Order <br /> <br /> The meeting was called to order at 6:30 p.m. by Mayor Jennifer Hosterman. <br /> <br /> Those in attendance were: City Councilmembers Steve Brozosky, Cindy <br />McGovern, Matt Sullivan, and Mayor Jennifer Hosterman; Planning Commissioners <br />Brian Arkin, Philip Blank, Anne Fox, Trish Maas, and Mary Roberts. Staff members <br />present were: Nelson Fialho, City Manager; Michael Roush, City Attorney; Jerry <br />Iserson, Planning Director; Rob Wilson, Public Works Director; Jeff Knowles, Traffic <br />Engineer; Janice Stem, Assistant Planner; and Brian Swift, Retired Planning Director. <br /> <br />2. General Plan Update: Circulation Element Update - "Existinq" and "Existinq Plus <br />Approved" Development Intersection Levels of Service (SR 05:070) <br /> <br /> Jerry Iserson presented the staff report. <br /> <br /> Jeff Knowles presented simulations at various intersections starting with <br />Vineyard north of Bemal then moving to Santa Rita and Stoneridge. <br /> <br /> Mr. Arkin referred to a remark about improvements that had not been done and <br />asked about the intersection north of the Stoneridge Specific Plan. <br /> <br /> Mr. Knowles said there was an additional right turn lane coming from the <br />business park. Many of the proposed improvements depend upon what decisions are <br />made regarding the Stoneridge Drive extension. <br /> <br /> Mr. Arkin asked if the right turn lane could be constructed without the Stoneridge <br /> Drive extension? <br /> <br /> Mr. Knowles explained it was a question of whether the right turn lane would be <br />needed if traffic were to go straight through the intersection instead of making the right <br />tum down Valley Avenue. <br /> <br /> Mr. Blank referred to the statement that LOS D was acceptable and asked if that <br />varied by intersection and what the term "acceptable" is based upon? <br /> <br /> Mr. Knowles indicated the city standard is LOS D or better, except for certain <br /> areas such as the downtown, where the standard is as high as LOS F.
