JOINT WORKSHOP <br /> CITY COUNCIL - PLANNING COMMISSION <br /> JANUARY 11,2005 <br /> <br />CALL TO ORDER <br /> <br /> Mayor Hosterman called the workshop to order at 6:35 p.m. <br /> <br /> Those in attendance were: Mayor Jennifer Hosterman, Council members Matt <br />Sullivan, Cindy McGovern and Steve Brozosky; Planning Commissioners Philip Blank, <br />Anne Fox, Mary Roberts, Brian Arkin and Trish Maas. Staff members present were: <br />Nelson Fialho, City Manager; Michael Roush, City Attorney; Jerry Iserson, Planning <br />Director; Brian Swift, Retired Planning Director; Jeff Knowles, Traffic Engineer; and Rob <br />Wilson, Public Works Director. <br /> <br /> Mayor Hosterman indicated the focus of this workshop would be on the staff <br />report regarding street widening. She briefly reviewed the proposed meetings on the <br />subject and the opportunities for public comment. <br /> <br /> Jerry Iserson, Planning Director, indicated this is the first in a series of workshops <br />regarding the General Plan relating to traffic and circulation. He believed it was <br />important to provide detailed information on the city's traffic models, what the issues are, <br />projected problems, results of deleting certain planned changes to the street network <br />system currently in the General Plan, and eventually phasing in certain land use <br />changes also in the current General Plan. He indicated the former Planning Director, <br />Brian Swift, would be conducting this workshop. <br /> <br /> Brian Swift indicated the purpose of these workshops was to explore the <br />ramifications of completion of the city's network of streets not yet built, and to review <br />land use options, policy options affecting traffic circulation and ultimately to develop the <br />preferred land use, circulation, network, traffic policy. A formal process of environmental <br />impact report, public testimony, and Commission review would then be held before the <br />ultimate approval. This meeting is to deal with the street widenings that have not yet <br />occurred and to familiarize the Council and Commission with the 2003 baseline model <br />and how it works. He suggested that staff make its presentation, with Council and <br />Commissioners asking questions when necessary, but defer public comment until the <br />end of the presentation. He felt that would take less time and would still allow the public <br />to give its input. There will be many opportunities for public comment in the months <br />ahead. He reiterated this meeting was to provide background information and no <br />decisions are expected at this time. <br /> <br /> Mr. Brozosky confirmed that this meeting was only for discussion of street <br />widening options and any questions should be limited to that. Other hearings will deal <br />with different circulation elements. <br /> <br /> <br />
