MINUTES <br /> OF THE <br /> MEETING <br /> OF THE <br />PLEASANTON CITY COUNCIL <br /> <br />March 4, 2003 <br /> <br />1. CALL TO ORDER <br /> <br /> The regular meeting of the City Council was called to order at 7:02 p.m. by <br />Mayor Tom Pico. <br /> <br />Boy Scout Troop #924 led the assembly in the pledge of allegiance. <br /> <br /> Councilmember Kay Ayala thanked everyone who participated in the Community <br />Television Call-In Program on Monday, March 3, 2003. In response to some of the <br />topics discussed on the program, she encouraged citizens to report stop lights in town that <br />are unusual or they believed the timing to be incorrectly set, by calling 925.931.5677. <br />She reminded people of the upcoming Bernal Workshop taking place March 6, 2003 at <br />6:30 pm in the City Council Chambers, and encouraged citizens to participate in this <br />workshop. She encouraged the public to participate in the charrette process. This <br />process will be open to the public and will take place on Tuesday, April 8, 2003. The <br />location will be announced at a later date. There was a question during the call-in show <br />about newspaper racks on Hopyard Road. There is an ordinance on this subject and staff <br />is following up. Sewer and water fees were a concern of a caller to the show. <br /> <br /> Ms. McKeehan said the water and sewer system is based partially on consumption <br />and partially on use. Other cities may not issue sewer bills because it is actually on the <br />property tax role. Pleasanton did not choose to put it on the property tax bill because the <br />City is a water retailer and the City includes the sewer charge along with the water <br />charges and these are billed every other month. There is a flat charge for the sewer <br />system and it is basically a use charge, regardless of the number of people in the <br />household. The water bill is based on actual consumption. <br /> <br /> Ms. Ayala reminded the community of the jazz festival for the weekend of <br />March 8-9, 2003. Local businesses will feature performances at the following locations: <br />Pleasanton Hotel, Main Street Brewery, Coffee Roast Express, Tully's Coffee, Blue <br />Agaves, and Veteran's Memorial Hall. There will also be activities at Amador High <br />School. She encouraged people to enjoy the programs. <br /> <br /> Mayor Pico mentioned the charrette process was open to the public but limited to <br />the actual number of participants.
