38l: <br /> <br /> MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> May 19, 1975 <br /> <br />CALL TO ORDER - PLEDGE TO THE FLAG <br /> Mayor Edward Kinney called the Adjourned Regular Meeting of the City Council <br />to order at 8:00 P.M., and then led the Pledge of Allegiance to the flag. <br /> <br />ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br />Councilmembers LeGlairs, McLain, Philcox, and Mayor Kinney were present. Council- <br />member Herlihy was absent. Mr. Edgar, City Manager, Mr. Scheidig, City Attorney, <br />and Mr. Campbell, Assistant CityManager/Director of Public Works, were present. <br /> <br />SPECIAL REPORTS <br />Discussion with Officials of the Post Office re~ardin~ Curbside Mail Boxes <br /> Mayor Kinney stated the purpose of this meeting is to receive a presentation <br />from representatives o£ the Post Office on proposed changes in service. <br /> <br /> Mr~ Scheidig presented background information regarding this matter, stating. <br />that Ordinance Noo 341 probibiting cuzbsidemail boxes was adopted nine years ago. <br />He stated that in the last year the Post Office had made several changes in mail <br />delivery service and there is a conflict between the City's ordinances and the <br />Post Office regulations. <br /> <br /> Mr. Prank Rogers, Manage~ of Delivery and Collections for the Post Office in <br />Oakland, read the delivery policy of the Postal Service. Mr. Rogers stated the <br />change in delivery was necessary due to increased costs in service. He added <br />that the Post Office must be self-supporting by 1984, and must operate within <br />budget limitations, providing adequate service at reasonable costs. He stated <br />that curbside or central delivery service was much cheaper than door-to-door <br />delivery, therefore, the Post Office Department had opted to enforce the <br />delivery policy~ Mr~ Rogers stated the policy as of March 27, 1975, only <br />applied to new subdivisions. <br /> <br /> Mr. Rogers answered questions asked by Council and the public. <br /> <br /> Mr~ Don Schulte, 6868 Payne Road, stated he wanted door-to-door mail delivery, <br />not unsatisfactory alternatives~ <br /> <br /> Mrs~ Donna Camp, resident of Val Vista, requested satisfactory resolution of <br />the matter in order to receive mail service~ <br /> <br /> Mr. Mike Taylor, 3758 West Las Positas Blvd., stated he had sent a letter to <br />the Mayor notifying intent to file suit against the City in order to get mail <br />delivezy~ He stated he was not opposed to curbside or central delivery, and felt <br />the City ordinance was illegal. <br /> <br /> Mrs. Kathryn Stigerts, 6857 Heath Court, stated a petition had recently been <br />presented to the City Council requesting an amendment of the ordinance to allow <br />for cuzbside mail delivery. <br /> <br /> Mr. A~ Gams, 3i20 Cranwood Court, stated he intended to present a petition <br />and file suit against the City if necessary in order to receive home delivery of <br />mail, and that he was not opposed to curbside mail box or central or cluster box <br />delivezy service. <br /> <br /> There be~n~ ~o ~rther questions o~ tes!:imony, Mayor Kinney declared this <br />i[em be placdci en t::.~ agenda of May 27, 1975, for Council determination as to <br />whether <~z x"~xy ~:! amend the ordinance regulating mail delivery service. <br /> <br /> <br />
