3:65; <br /> <br /> MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> March 29, 1976 <br /> <br />CALL TO ORDER <br /> Mayor Robert Philcox called the Special Meeting of the City Council to order at <br />7:30 P.M. <br /> <br />ROLL CALL <br /> Councilmembers Brandes, Herlihy, LoCisire, Mercer, and Mayor Philcox were pre- <br />sent. Mr. Edgar, City Manager, Mr. Campbell, Assistant City Manager/Director of <br />Public Works, Mr. Sooby, Director of Engineering Services, Mr. Dobbins, Chief <br />Building Inspector, Mr. Caporusso, Recreation Superintendent, Mr. Eaton, Director <br />of Field Services, Mr. McCloud, Director of Public Safety, Mr. Nelson, Police <br />Captain, Mr. Cherry, Fire Division Administration, Mr. Walker, and Mr. Miller, <br />Assistants to the City Manager, were present. <br /> <br />CITY COUNCIL ORIENTATION AND PRELUDE TO 1976-77 BUDGET <br /> Mayor Philcox requested Mr. Edgar to proceed with the orientation presentation. <br /> <br /> Mr. Edgar made several'introductory comments related to the organization of the <br />City, staffing levels, and financial problems to which the City Council must address <br />themselves. <br /> <br /> Mr. Campbell then reviewed the current programs and problems associated with the <br />Department of Community Development. <br /> <br /> This was followed by presentations from Mr. Sooby and Mr. Dobbins. <br /> <br /> Mr. Caporusso then proceeded to outline the current programs and activities of <br />the Human Resources Department and problems which the Department is now facing. <br /> <br /> After some discussion by the City Council, Mr. Eaton, Director of Publ.ic Works <br />Field Services, reviewed the programs and activities of his Department as well as <br />concerns that will be discussed in more detail during the Budget Sessions. <br /> <br /> Finally, Mr. McCloud, Director of Public Safety, together with Mr. Nelson and <br />Mr. Cherry, reviewed the activities of that Department and many of the problems <br />which the Department now faces. <br /> <br /> After considerable discussion the City Council asked that some additionalin- <br />formation be supplied and that the meeting be continued to April 5, 1976. <br /> <br />ADJOURNMENT <br /> There being no further business at 11:30 P.M., Mayor Philcox adjourned the meet- <br />ing to meet again in Adjourned Regular Session at 7:30 P.M., on April 5, 1976. <br /> <br />Respectfully Submitted, <br /> <br />WILLIAM h.
