MINUTES <br /> of <br /> TtIE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> March 6, 1978 <br /> <br />CALL TO ORDER <br /> Mayor Robert Philcox called the Special Meeting of the City Council to order <br />at 5:00 P.M. <br /> <br />ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br />Councilmembers Brandes, Herlihy, LeClaire~ Mercer, and Mayor Philcox were present. <br />Mr. Brown, City Manager, Mr. Levine, City Attorney, Mr. Harris, Director of Plan- <br />ning and Community Development, and Mr~ Swift, Planning Analyst, were present. <br /> <br />REVIB~ OF RESIDENTIAL ALLOCATION PLAN <br /> Mayor Philcox stated this Special Meeting of the City Council was to consider <br />the Residential Allocation Porgram for adoption. <br /> <br /> Mr. Brown reviewed the actions nece~sary to adopt the Residential Allocation <br />Program as follows': (1) approve the Neg~ive Declaration; (2) consider and intro- <br />duce the Residential Allocation Program ordinance; (3) consider and adopt s reso- <br />lution regarding the selection criteria. for the Residential Allocation Program; <br />and (4) consider and approve the Community Development Element~ <br /> <br /> It was moved by Councilmember Brandes~ and seconded by Councilmember LeClaire, <br />that Resolution No. 78-51, after findin~ the proposed project could not have a <br />significant effect on the environment, ~eclare that a Negative Declaration wi]-I <br />be prepared in connection with the Residential Allocation Program, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herl~hy~ LeClaire~ Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />Consideration of the Residential Allocation ProSram Ordinance <br /> Mr. Harris reviewed four proposed changes to the Residential Allocation <br />Program as presented in his report dated March 6, 1978. Council concurred with <br />these changes. <br /> <br /> It was moved by Councilmember LeClaire~ and seconded by Councilmember Brandes, <br />that Ordinance No. 849, to be read by title only and waiving further reading thereof, <br />adding Chapter 1~ to Title II of the Ordinance Code of the City of Pleasanton~ re- <br />lating to the Residential Allocation Program, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy~ LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />Consideration of Selection Criteria for Residential Allocation ProSram <br /> Councilmember Brandes requested that a language change be made to more clearly <br />define the distinction between single family and multiple dwellings. Council con-- <br />curred and requested staff return with a recommendation on this matter at the <br />meeting of March 13, 1978. <br /> <br /> <br />
