163 <br /> <br /> MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> January 3, 1978 <br /> <br />CALL TO ORDER <br /> Mayor Robert Philcox called the Adjourned Regular ~eeting of the City Council <br />to order at 8:00 P.M. <br /> <br />ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br />Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox were present. <br />~ Broken, City ~,~nager Mr. Scheidig, City Attorney, Mr Harris Director of <br />Planning and Community Development, and Mr. Swift, Planning Analyst, were present. <br /> <br />REVIEW OF RESIDENTIAL ALLOCATION PLAN <br /> Mayor Philcox stated this was the third meeting of the City Council to discuss <br />the Residential Allocation Plan. <br /> <br /> Mr. Harris presented his report dated December 28, 1977, regarding this matter. <br /> <br /> Mayor Philcox suggested that an alternative be selected at this meeting and <br />the point system be discussed and determined at a subsequent meeting. <br /> <br /> Councilmember LeClaire expressed concern regarding Alternative No. 7, and <br />requested that it be discussed in more detail. <br /> <br /> Councilmember Herlihy stated the complexity of the 1972 Settlement Agreement <br />made it difficult to apply to the Residential Allocation Plan. <br /> <br /> Councilmember Brandes stated he felt Alternative No. 7 presented more compe- <br />tition to developers and was a more viable plan. <br /> <br /> Mayor Philcox stated he agreed with competition but was concerned that the <br />Sunol plant capacity was not being protected. <br /> <br /> Mr. Scheidig explained that both Alternatives Nos. 5 and 7 set up two separate <br />accounting systems. <br /> <br /> Councilmember Herlihy stated he felt it was unfair to grant points to developers <br />for capital improvements. Councilmember Brandes stated that if the capital improve- <br />ments were beneficial to the City they should be considered. <br /> <br /> Mayor Philcox asked Council if they thought the consideration of the point <br />system would have a bearing on the selection of the alternative to be adopted. <br />After discussion, Council determined to review the point system before making a <br />decision on the alternative to be adopted for the implementation of the Residential <br />Allocation Plan. <br /> <br /> <br />
