419 <br /> <br /> MINUTES OF JOINT STUDY SESSION <br /> OF <br /> THE CITY COUNCIL AND PLANNING COMMISSION <br /> <br /> September 9, 1985 <br /> <br />CALL TO ORDER <br />Mayor Ken Mercer called the meeting to order at 7:30 P.M. <br /> <br />ATTENDANCE <br />Those in attendance were Councilmembers Brandes, Butler, Mohr, <br />Wood, Mayor Mercer, Commissioners Hoyt, Innes, Lindsay, <br />Michelotti and Wilson. Mr. Walker, City Manager, Chandler Lee, <br />City Consultant, Mr. MacDonald, City Attorney and Mr. Swift, <br />Director of Planning and Community Development were also present. <br /> <br />PURPOSE OF THE STUDY SESSION <br /> <br />Mr. Lee suggested to the Councilmembers and Commissioners that <br />this study session was being held to air their thoughts and ideas <br />on basic issues to provide staff with policy direction necessary <br />to begin the General Plan and not to make specific <br />recommendations at this time. <br /> <br />DISCUSSION TOPICS <br /> <br />Planning Area Boundaries <br /> <br />Commissioner Innes raised the question of whether or not it is <br />beneficial to have one boundary for the Planning Area and another <br />boundary for the Sphere of Influence. <br /> <br />Mr. Lee answered that when this is so, you can set your sites on <br />land that you don't really know how or when it will be used, <br />however, those determinations can be made in the future. <br /> <br />Mayor Mercer commented that it would be desirable to have the <br />ridgelands under our control to better determine our own destiny. <br />He noted that the East Bay Regional Park District has every right <br />to purchase the ridgeland property if the property owners decide <br />to sell. <br /> <br />Councilmember Brandes stated he felt we should try to annex <br />whatever property we can and that we should become more <br />aggressive in our efforts to do so. <br /> <br />Councilmember Wood felt that perhaps Hayward would give up its <br />hold on the hills and we could include that property in our <br />Sphere of Influence. Mayor Mercer agreed with that concept. <br /> <br />Mr. Lee suggested that we may wish to consider Camp Parks/Santa <br />Rita Facility and the Tassajara Hills area. <br /> <br />Mayor Mercer stated that if Dublin's annexation efforts fail, we <br />should annex to the county line. <br /> <br /> - 1 - <br /> <br /> <br />
