419 MINUTES OF JOINT STUDY SESSION OF THE CITY COUNCIL AND PLANNING COMMISSION September 9, 1985 CALL TO ORDER Mayor Ken Mercer called the meeting to order at 7:30 P.M. ATTENDANCE Those in attendance were Councilmembers Brandes, Butler, Mohr, Wood, Mayor Mercer, Commissioners Hoyt, Innes, Lindsay, Michelotti and Wilson. Mr. Walker, City Manager, Chandler Lee, City Consultant, Mr. MacDonald, City Attorney and Mr. Swift, Director of Planning and Community Development were also present. PURPOSE OF THE STUDY SESSION Mr. Lee suggested to the Councilmembers and Commissioners that this study session was being held to air their thoughts and ideas on basic issues to provide staff with policy direction necessary to begin the General Plan and not to make specific recommendations at this time. DISCUSSION TOPICS Planning Area Boundaries Commissioner Innes raised the question of whether or not it is beneficial to have one boundary for the Planning Area and another boundary for the Sphere of Influence. Mr. Lee answered that when this is so, you can set your sites on land that you don't really know how or when it will be used, however, those determinations can be made in the future. Mayor Mercer commented that it would be desirable to have the ridgelands under our control to better determine our own destiny. He noted that the East Bay Regional Park District has every right to purchase the ridgeland property if the property owners decide to sell. Councilmember Brandes stated he felt we should try to annex whatever property we can and that we should become more aggressive in our efforts to do so. Councilmember Wood felt that perhaps Hayward would give up its hold on the hills and we could include that property in our Sphere of Influence. Mayor Mercer agreed with that concept. Mr. Lee suggested that we may wish to consider Camp Parks/Santa Rita Facility and the Tassajara Hills area. Mayor Mercer stated that if Dublin's annexation efforts fail, we should annex to the county line. - 1 -
