Mercer called the Regular Meeting of the <br /> City Council to order at 7:00 p.m., and Council adjourned to a <br /> Closed Session to discuss a Right-of-Way Acquisition for NPID No. <br /> 3. Council reconvened for the Regular Meeting at 7:30 p.m. <br /> <br /> The Boy Scout Troop 916 was present to observe the meeting. <br /> Three members led the assembly in the Pledge of Allegiance to the <br /> Flag. <br /> <br />2. ROLL CALL <br /> <br /> Deputy City Clerk Peggy L. Ezidro called the roll which is <br />.recorded as follows: Councilmembers Brandes, Butler, Mohr, <br /> Tarver, and Mayor Mercer. Staff members present were: Mr. <br /> Walker, City Manager; Mr. Roush, City Attorney; Mr. Swift, <br /> Director of Planning and Community Development; Mr. Elliott, <br /> Director of Public Works and Utilities; and Ms. Bengtson, Director <br /> of Parks and Community Services. <br /> <br /> 3. AGENDA AMENDMENTS <br /> <br /> Mr. Walker stated that there were no amendments to the Agenda <br /> other than what have been indicated earlier on the Agenda and the <br /> Addendum: <br /> <br /> Item 4b - Approval of Contract with Steinman, Grayson, Smylie <br /> to Prepare a City-Wide Public Facilities, Human <br /> Services, and Parks Master Plan - Removed from the <br /> Agenda. <br /> <br /> Item 12b - Proposal for Preparation of Civic Center Planning <br /> Program - Add to the Agenda. <br /> <br /> 4. CONSENT CALENDAR <br /> <br /> Mr. Stanley Rathbone, 325 Ray Street, inquired why the City <br /> is handling the budget of the Pleasanton Downtown Association and <br /> why downtown businesses have to join the Association. <br /> <br /> Mr. Mercer explained that some years back, the majority of <br /> the downtown property owners agreed to participate in the Downtown <br /> Association, after which an Assessment District was formed for the <br /> Association. The majority of the members then requested that a <br /> non-affected party collect the assessment and review the budget <br /> <br /> -1- <br /> 11-7-89 <br /> <br /> <br />
