297

MINUTES
OF
THE
MEETING
OF
THE CITY COUNCIL

JULY 16, 1991

1. CALL TO ORDER

Mayor Kenneth R. Mercer called the Regular Meeting of the City
Council to order at 7:00 p.m., and Council adjourned to a Closed
Session to discuss potential litigation against the County of
Alameda concerning the Ruby Hill Project and the legal implications
of not providing water to property on the Ridge. Council
reconvened for the Regular Meeting at 7:30 p.m.

2. ROLL CALL

City Clerk Peggy L. Ezidro called the roll, which is recorded
as follows: Councilmembers Robert E. Butler, Karin Mohr, Dorothy
N. Scribner, Ben Tarver, and Mayor Mercer. Staff members present
were: Deborah Acosta, City Manager; Michael H. Roush, City
Attorney; Brian W. Swift, Director of Planning and Community
Development; and Joseph Elliott, Director of Public Works and
Utilities.

3. AGENDAAMENDMENTS

Ms. Acosta indicated that there were no amendments to the
Agenda.

4. CONSENT CALENDAR

With respect to Item 4d - Report on Water Conservation
Progress, Mr. Robert Cordtz, 262 West Angela Street, suggested that
a bi-weekly, instead of a monthly, report would present a better
picture of the City's water conservation program. He commented
that if Zone 7 can recharge the basin at the rate of
11,500 acre-feet per year, which would take almost two years to
recharge what is taken out this year, the City would then have a
problem catching up in the years to come.

In connection with Item 4f - Amendment to the Contract Between
Zone 7 of the Alameda County Flood Control and Water Conservation
District and the City of Pleasanton, Mr. Cordtz commented that,
based on the amended A~==ment, Zone 7 should reimburse the City
for the previous years that Zone 7 has not recharged the basin.

- 1 -
7-16-91
