MINUTES <br /> OF <br /> THE <br /> SPECIAL MEETING <br /> OF <br /> THE CITY COUNCIL <br /> <br /> RIDGELANDS BALLOT LANGUAGE <br /> <br /> March 5, 1992 <br /> <br /> 1. CALL TO ORDER <br /> <br /> Mayor Kenneth R. Mercer called the Special Meeting of the City <br />Council to order at 4:03 p.m. <br /> <br />2. ROLL CALL <br /> <br /> City Clerk Peggy L. Ezidro called the roll, which is recorded <br />as follows: Councilmembers Robert E. Butler, Karin Mohr, Dorothy <br />N. Scribner, Ben Tarver, and Mayor Kenneth R. Mercer. Staff <br />members present were: Deborah Acosta, City Manager; Michael H. <br />Roush, City Attorney; Brian W. Swift, Director of Planning and <br />Community Development; and Joseph Elliott, Director of Public Works <br />and Utilities. <br /> <br />3. DISCUSSION ON RIDGELANDS BALLOT LANGUAGE <br /> <br /> Mayor Mercer indicated that Mr. Tarver requested this Special <br />Meeting to discuss and clarify the ballot language approved by <br />Council on March 3, 1992 which is as follows: "Shall the General <br />Plan of the City of Pleasanton be amended by adopting the <br />Pleasanton Ridgelands Plan, which provides a mechanism to <br />permanently retain the undeveloped ridges above Pleasanton and <br />provide, as economically feasible, open space on approximately S0% <br />of the area for the creation of publicly-accessible parkland, <br />trails and other recreational facilities? The plan would permit, <br />in areas not visible from Pleasanton but within the 7100 acres of <br />the Ridgelands, absolutely no more than 2,640 residential units <br />with associated neighborhood-serving retail for the purpose of <br />generating the funds necessary to finance public acquisition of <br />these open areas at no additional cost to existing taxpayers." <br /> <br /> Mr. Tarver understood that the language adopted was not <br />submitted by staff. Mr. Tarver wanted clarification on who should <br />submit the wording. He was concerned that staff was not allowed <br />time to analyze the wording as it applied to the Plan. <br /> <br /> Mr. Tarver was concerned that the following statements/phrases <br />listed in the approved ballot language was biased: "In areas not <br />visible in Pleasanton", "absolutely no more than 2,640 residential <br />units", and "at no additional cost to existing taxpayers". <br /> <br />3/5/92 <br /> <br /> <br />
