Mercer called the Regular Meeting of the City
Council to order at 7:30 p.m.

2. ROLL CALL

City Clerk Peggy L. Ezidro called the roll, which is recorded
as follows: Councilmembers Robert E. Butler, Karin Mohr, Ben
Tarver, and Mayor Kenneth R. Mercer. Staff members present were:
Deborah Acosta,. City Manager; Michael H. Roush, City Attorney;
Brian W. Swift, Director of Planning and Community Development;
Joseph Elliott, Director of Public Works and Utilities; and Bill
van Gelder, Traffic Engineer.

Councilmember Dorothy N. Scribner was absent and excused.

3. AGENDAAMENDMENTS

Ms. Mohr asked why the Toll Road item was not listed on this
agenda. She thought that this was only continued for two weeks
from the last meeting. She wanted to make it clear that the City
had no position on the Toll Road at this time.

Ms. Ezidro responded that she understood that this item was
continued to the September 1st City Council meeting because that
was the first meeting when all of the Council would be present.

Mayor Mercer requested that item 4f, concerning the Alameda
Conqestion Manaqement Aqency {CMA) be moved to Item 12b.

4. CONSENT CALENDAR

It was moved by Ms. Mohr, and seconded by Mr. Butler, that the
following actions be taken on the Consent Calendar:

a.
