143 MINUTES OF THE MEETING OF THE CITY COUNCIL July 21, 1992 1. CALL TO ORDER Mayor Kenneth R. Mercer called the Regular Meeting of the City Council to order at 7:30 p.m. ~. ROLL CALL Acting City Clerk Sandra L. LeGate called the roll, which is recorded as follows: Councilmembers Robert E. Butler, Karin Mohr, Ben Tarver, and Mayor Kenneth R. Mercer. Staff members present were: Deborah Acosta, City Manager; Michael H. Roush, City Attorney; Wayne Rasmussen, Principal Planner; Joseph Elliott, Director of Public Works and Utilities; Dolores Bengtson, Director of Parks and Community Services; and Bill van Gelder, Traffic Engineer. Councilmember Dorothy N. Scribner was absent and excused. Dr. Stenguist made a slide presentation on the Tri-Valley Water Recycling Program. He explained the results from the study that was sponsored by Zone 7, the City of Livermore and the Dublin San Ramon Services District (DSRSD). He s~mmarized the findings made by the study. It was found that water recycling is feasible on a technical, regulatory, and a public health basis. The treatment technology is in place for water recycling, including reverse osmosis. Water recycling is economically feasible as well. It is an important tool for water resources management and for ground water quality management. Dr. Stenquist explained the overall benefits of water recycling. Water recycling gives increased control over water supply and waste water disposal. He pointed out that water recycling facilities could be built as needed. Mayor Mercer thanked Mr. Stenquist for his hard work and effort put into this program. 3. AGENDA AMENDMENTS Ms. Acosta announced that Item 4a, Approval of City council Minutes for 7/7/92 was continued to the 8/4/92 City Council meeting. 7/21/92 1
