CALL TO ORDER <br /> <br /> Vice Mayor Tarver called the~ Special Meeting of the City <br />Council to order at 6:30 p.m. <br /> <br />2. ROLL CALL <br /> <br /> City Clerk Peggy L. Ezidro called the roll, which is recorded <br />as follows: Councilmembers Karin Mohr, Dorothy N. Scribner, Vice <br />Mayor Ben Tarver. Mayor Kenneth R. Mercer and Councilmember Robert <br />E. Butler abstained on the item of this Special Meeting. Staff <br />members present were: Deborah Acosta, City Manager; Brian W. <br />Swift, Director of Planning and Community Development; Roger <br />Higdon, Assistant Director of Public Works and Utilities; Jerry <br />Iserson, Associate Planner; and Bill Eastman, Chief of Police. <br /> <br /> Mayor Mercer and Councilmember Butler abstained because of a <br />conflict of interest. <br /> <br />3, AGENDA AMENDMENTS <br /> There were none. <br /> <br />6. PUBLIC HEARINGS <br />Application for Consideration of DesignAlternative for Main Street <br />As Part of the Downtown Revitalization Plan. <br /> <br /> Vice Mayor Tarver declared the public hearing open on the <br />application. <br /> <br /> Jerry Iserson explained that this matter was being presented <br />to Council for consideration of the Main Street Design Alternatives <br />and Street and Circulation Improvements proposed for the Downtown. <br />Construction is due to commence in Spring of 1993. He generally <br />explained what the staff report consisted of and highlighted <br />several of the recommendations. He described what the Downtown <br />Task Force had been working on and where it was gathering its <br />information. Basically, the Task Force developed a concept for the <br />downtown which indicated this area should be a pedestrian oriented <br />area with a flexible zone for the length of Main Street, with <br />diagonal parking, and should be an attraction for visitors. The <br />Task Force also made comments on some of the prior street <br /> <br />6/2/92 1 <br /> <br /> <br />
