Mercer called the Regular Meeting of the City <br /> Council to order at 6:00 p.m. <br /> <br />~ 2. ROLL CALL <br />< City Clerk Peggy L. Ezidro called the roll, which is recorded <br />Z as follows: Councilmembers Robert E. Butler, Karin Mohr, Dorothy <br /> N. Scribner, Ben Tarver, and Mayor Kenneth R. Mercer. Staff <br /> members present were: Deborah Acosta, City Manager; Steven Bocian, <br /> Assistant City Manager; Dennis Beougher, Assistant City Attorney; <br /> Brian W. Swift, Director of Planning and Community Development; <br /> Joseph Elliott, Director of Public Works and Utilities; George <br /> Withers, Fire Chief; William Eastman, Police Chief; and Bill van <br /> Gelder, Traffic Engineer. <br /> <br /> 3. AGENDA AMENDMENTS <br /> <br /> Ms. Acosta indicated that the following items were added to <br /> the agenda by addendum, Item 4m, Traffic Committee Minutes of the <br /> September 3, 1992 meeting; Item 4n, Proclaim the week of September <br /> 22 through 26 as "The Week of Caring"; Item 12c, Status of Ridge <br /> Committee Meetings, Item 18, Labor Relations and Potential <br /> litiaation with Alameda County concerning changes to the Mayor's <br /> Conference formula as to property tax exchanges for annexations. <br /> <br /> Item 14a, PUD-84-5-3M, The Village at Kottinger Ranch, was <br /> continued to the October 6, 1992 City Council meeting. <br /> <br /> Ms. Mohr asked that the 9/1/92 City Council minutes be amended <br /> to reflect that she abstained from Item 6b, RZ-92-3, due to a <br /> conflict of interest. <br /> <br /> 4. CONSENT CALENDAR <br /> <br /> It was moved by Ms. Mohr, and seconded by Ms. Scribner, that <br /> the following actions be taken on the Consent Calendar: <br /> <br /> a.
