101 <br /> <br /> MINUTES <br /> OF <br /> THE <br /> MEETING <br /> OF <br /> THE SPECIAL CITY COUNCIL <br /> <br /> June 29, 1993 <br /> <br /> 1. CALL TO ORDER <br /> <br /> Mayor Ben C. Tarver called the Special Meeting of the City Council to order at <br />7:17 p.m. <br /> <br />2. ROLL CALL <br /> <br /> City Clerk Peggy L. Ezidro called the roll, which is recorded as follows: <br />Councilmembers Karin Mohr, Thomas P. Pico Jr., Dorothy N. Scribner and Mayor Ben C. <br />Tarver. Staff members present were: Deborah Acosta, City Manager; Dennis Beougher, <br />Assistant City Attorney; Brian W. Swift, Director of Planning and Community Development; <br />Joseph Elliott, Director of Public Works and Utilities; and Susan Rossi, Director of Finance. <br /> <br /> Councilmember Rebecca L. Dennis was absent and excused. <br /> <br />3. Refunding of Various Special Assessment Districts and the Formation of Joint Powers <br /> Authority_ (5R93:270) <br /> <br /> Ms. Rossi, presented the staff report. She introduced Tom Gaptmey, Barties and Wells, <br />Independent Financial Advisor, and explained his role in this process. <br /> <br /> There was general discussion on the actions required by the City to process the refunding <br />of the assessment bonds. <br /> <br /> Mr. Gaphney further explained that the Request for Proposal for underwriters required <br />the underwriters to quote fees. The lowest quote was taken. Mr. Gaphney assured Council that <br />this was a fair fee and was carefully considered. <br /> <br /> Mark Adler, Paine Webbet, stated that it would be helpful to have the City Council and <br />staff support the financing process and to indicate this support to the potential investors who will <br />be asked to purchase these bonds. <br /> <br />06/29/93 1 <br /> <br /> <br />
