MINUTES <br /> OF <br /> THE <br /> SPECIAL MEETING <br /> OF <br /> THE CITY COUNCIL <br /> <br /> March 10, 1994 <br /> <br /> 1. CALL TO ORDER <br /> <br /> Mayor Ben C. Tarver called the Special Meeting of the City Council to order at <br /> 5:15 p.m. <br /> <br /> 2. ROLL CALL <br /> <br /> City Clerk Peggy L. Ezidro called the roll, which is recorded as follows: <br /> Councilmembers Rebecca L. Dennis, Karin Mohr, Thomas P. Pico Jr., Dorothy N. Softbrier <br /> and Mayor Ben C. Tarvet. Staff members present were: Steven Bocian, Assistant City <br />- Manager; Michael H. Roush, City Attorney; Bfian W. Swift, Director of Planning and <br /> Community Development; Randy Lure, Director of Public Works. Also present was Craig <br /> Lawson, General Manager, LAVWMA. <br /> <br /> Mr. Roush provided by a handout the proposed terms offered by EBDA and explained <br /> that if Council wished to give the property negotiators further instructions regarding the price <br /> or other terms for the purchase/sale of this property, it should go into closed session. Council <br /> also needed to decide if this project should be placed on the June ballot. <br /> <br /> Mayor Tarvet believed that there was no need to give the property negotiators any further <br /> direction. <br /> <br /> Ms. Mohr asked if discussion the Urban Limit Lines are considered confidential. She <br /> was concerned with who will set the lines, for what duration, and how they would be modified, <br /> and when does all of that happen. <br /> <br /> Mr. Roush explained that Council could discuss urban limit lines in the agreement in <br /> closed session. Discussions as to where the lines would be set would need to be in a public <br /> setting. <br /> <br /> Ms. Mohr was unsure about what was going to be placed on the ballot. <br /> <br /> 03/10/94 1 <br /> <br /> <br />
