MINUTES <br /> OF <br /> THE <br /> MEETING <br /> OF <br /> THE CITY COUNCIL <br /> <br /> July 16, 1996 <br /> <br />CONTINUED CONSIDERATION OF 1996 PLEASANTON C;ENERAL PLAN UPDATE <br /> <br /> Mayor Ben Tarver called the continued meeting of the City Council to order at 6:00 p.m. <br /> <br /> City Clerk Peggy L. Ezidro called the roll, which is recorded as follows: <br />Councilmembers present w~re Becky Dennis, Sharrell Michelotti, Karin Mohr, Thomas P. Pico, <br />Jr. and Mayor Ben Tarver. Staff members present were: Steven Bocian, Assistant City <br />Manager; Michael H. Roush, City Attorney; Brian W. Swift, Director of Planning and <br />Community Development; and Randall A. Lum, Director of Public Works. <br /> <br /> Mayor Tarver explained the intent of this meeting was to get the final straw votes and <br />then give direction to staff to prepare resolutions to be voted on at the meeting on July 25. <br /> <br /> Mr. Roush indicated that on Monday afternoon (July 22), staff would deliver to Council <br />any revisions to the resolutions concerning the EIR, the General Plan, including a revised <br />Exhibit 4, and the initiatives. <br /> <br /> Ms. Michelotti objected to pushing this General Plan review and felt it was being done <br />solely to get items on the ballot. <br /> <br /> Council discussed the alternative wording for the West Las Positas Boulevard/I-680 <br />interchange General Plan provisions. Ms. Dennis wanted "120 days" changed to "one year" in <br />Program 1.7 and Mr. Tarver wanted to add the phrase "as well as several neighborhood <br />meetings to solicit input" to page III-6, paragraph 2, and to Program 1.6 on page III-11. <br /> <br /> It was moved by Ms. Dennis, seconded by Mr. Pico, to modify page llI-6, <br />paragraph 2, to read as follows: "The General Plan provides for the future construction <br />of full freeway interchange improvements at the intersection of West Las Positas Boulevard <br />and 1-680. This matter has been the subject of considerable public discussion due to the <br />complexity of traffic and environmental issues that it presents. A staff study of this project <br />area should be conducted to carefully examine all potential impacts on the affected <br />neighborhoods, as well as on the overall City-wide/subregional traffic circulation system. <br />An economic and fiscal study should also be included as well as several neighborhood <br /> <br />07/16/96 -1- <br /> <br /> <br />
