ATTACHMENT 2 <br />CITY COUNCIL OF THE CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION NO. 07-. <br />RESOLUTION APPROVING THE PREDEVELOPMENT AND COOPERATIVE <br />AGREEMENT <br />WHEREAS, The City of Livermore has prepared a specific plan ("El Charro Specific Plan") to guide <br />the future potential uses and development of approximately 150 acres along the Freisman <br />Road and/or El Charro Road corridor at the western edge of Livermore ("El Charro <br />Specific Plan Area"). <br />WHEREAS, The Alameda County Surplus Property Authority is the owner of approximately 124 <br />acres of real property, comprised of 122.5 acres located in unincorporated County <br />immediately to the east of Pleasanton and 1.5 acres located in Pleasanton, commonly <br />known as Staples Ranch ("Staples Ranch Property"). The Staples Ranch Property is <br />located within Pleasanton's sphere of influence, and it is anticipated that Pleasanton will <br />annex the Staples Ranch Property promptly following approval of the Staples Ranch <br />Project, as defined below. <br />WHEREAS, Prime Outlets Livermore Village, LLC, a Delaware limited liability company, has <br />submitted a proposal to Livermore for a retail shopping center and related improvements <br />("Prime Outlets Project") on a 42~ acre site within the El Charro Specific Plan Area. The <br />Prime Outlets Project requires a number of approvals from Livermore. <br />WHEREAS, On May 16, 2006, Livermore issued a Notice of Preparation, with respect to a Draft <br />Environmental Impact Report ("EIR") for the El Charro Specific Plan and the Prime <br />Outlets Project (together, the "Current Livermore Projects"). <br />WHEREAS, The Current Livermore Projects incorporate improvements to El Charro Road, including <br />a relocation of Freisman Road, the new intersection of El Charro Road, Jack London <br />Boulevard and Auto Mall Place ("El Charro/Jack London/Auto Mall Place"), the new <br />intersection of Jack London Boulevard and the new Road A ("Jack London/Road A <br />Intersection"), and the extension of Jack London/Road A Intersection. The Current <br />Livermore Projects will result in significant increases in traffic on El Charro Road above <br />existing traffic volumes. <br />WHEREAS, A portion of the improvements required for the Current Livermore Projects will be built <br />on land within unincorporated Alameda County. Such land is within the sphere of <br />influence of Pleasanton and may be subject to future annexation by Pleasanton. The <br />parties desire that construction of such improvements be coordinated with Pleasanton as <br />necessary to facilitate the future annexation of the area. <br />1 <br />
