THE CITY OF <br />j'L£~S~4NTONo <br />August 21, 2007 <br />Public Works Department <br />TITLE: APPROVAL OF CONSULTANT AGREEMENT WITH WEST COAST CODE <br />CONSULTANTS (WC3), INC., TO PROVIDE CALIFORNIA BUILDING AND <br />FIRE CODE PLAN REVIEW AND FIELD INSPECTION SERVICES <br />SUMMARY <br />The City of Pleasanton has historically utilized consultant services for building and fire <br />permit plan review. CSG Consultants, Inc., Independent Code Consultants, RK <br />Associates, and Bureau Veritas/LP2A Associates, Inc. are currently under contract with <br />the City to provide plan review and field inspection services. Staff is seeking Council <br />approval to add WC3, a new Pleasanton plan review and inspection firm, to the list of <br />approved plan review consultants utilized by the Building Division. <br />RECOMMENDATION <br />1. Approve the attached contract with West Coast Code Consultants, Inc., to <br />provide necessary California Building and Fire Code plan review and field <br />inspection services. <br />2. Authorize the City Manager to execute the attached subject contract. <br />FINANCIAL STATEMENT <br />There is no additional fiscal impact to the City by adding WC3 as an additional plan <br />review consultant firm. The plan review revenues that are collected cover the costs for <br />plan review and some field inspection services. The approved fiscal year 2006/2007 <br />budget is Four Hundred and Twenty thousand dollars ($420,000) for Building and Fire <br />Code plan review and inspection services by outside consultants. If the City of <br />Pleasanton experiences the construction activity and permit fee revenue anticipated <br />during the budgeting process, the consultant plan check contracts could result in a net <br />revenue to the City of Pleasanton of over three hundred thousand dollars ($300,000) <br />based on what would be collected by City staff at time of plan review submittal and what <br />gets paid to the consultants. <br />13 <br />CITY COUNCIL AGENDA REPORT <br />
