24 THE CITY OF - -- 'H' ° -'-' "" CITY COUNCIL AGENDA REPORT j~L£ ~S~4NTONo July 17, 2007 Assistant City Manager TITLE: AUTHORIZATION TO JOIN THE EAST BAY REGIONAL COMMUNICATIONS JOINT POWERS AUTHORITY SUMMARY The cities of Pleasanton and Livermore share and jointly own a radio communications system. Recently, the cities identified the need to upgrade the system and the City Councils of both cities approved an agreement with Macro Corporation to analyze system replacement options. At the same time, Alameda and Contra Costa County have been working with cities and agencies studying the benefits of establishing a regional communications (radio) system to eliminate unnecessary service/equipment redundancies and to create an interoperable communication system servicing both counties. The result of this later effort is the formation of the East Bay Regional Communications System, Joint Powers Authority (EBRCS-JPA) which would be the agency governing the system. This report outlines both these efforts and makes a recommendation to continue the Macro study while at the same time joining the EBRCS-JPA. STAFF RECOMMENDATION 1. Approve the attached resolution approving the Joint Powers Authority agreement for the East Bay Regional Communications System (Attachment A) and authorize the City Manager to execute documents necessary to join the EBRCS-JPA. 2. Authorize an expenditure of $100 per City radio (approximately $30,000) as a good faith contribution to the EBRCS-JPA. 3. Approve Amendment #1 to the agreement with Macro Corporation, a KEMA Company (Attachment B), for further analysis of the City radio system. Estimated cost of the amendment, including reimbursements and contingency, is $20,000. (City share is $10,000.) FINANCIAL STATEMENT The City's Equipment Replacement Fund includes $3 million for replacement of the existing radio system. This fund will be used for these projects.
