24 <br />THE CITY OF <br />- -- 'H' ° -'-' "" CITY COUNCIL AGENDA REPORT <br />j~L£ ~S~4NTONo <br />July 17, 2007 <br />Assistant City Manager <br />TITLE: AUTHORIZATION TO JOIN THE EAST BAY REGIONAL <br />COMMUNICATIONS JOINT POWERS AUTHORITY <br />SUMMARY <br />The cities of Pleasanton and Livermore share and jointly own a radio communications <br />system. Recently, the cities identified the need to upgrade the system and the City <br />Councils of both cities approved an agreement with Macro Corporation to analyze <br />system replacement options. At the same time, Alameda and Contra Costa County <br />have been working with cities and agencies studying the benefits of establishing a <br />regional communications (radio) system to eliminate unnecessary service/equipment <br />redundancies and to create an interoperable communication system servicing both <br />counties. The result of this later effort is the formation of the East Bay Regional <br />Communications System, Joint Powers Authority (EBRCS-JPA) which would be the <br />agency governing the system. This report outlines both these efforts and makes a <br />recommendation to continue the Macro study while at the same time joining the <br />EBRCS-JPA. <br />STAFF RECOMMENDATION <br />1. Approve the attached resolution approving the Joint Powers Authority agreement for <br />the East Bay Regional Communications System (Attachment A) and authorize the <br />City Manager to execute documents necessary to join the EBRCS-JPA. <br />2. Authorize an expenditure of $100 per City radio (approximately $30,000) as a good <br />faith contribution to the EBRCS-JPA. <br />3. Approve Amendment #1 to the agreement with Macro Corporation, a KEMA <br />Company (Attachment B), for further analysis of the City radio system. Estimated <br />cost of the amendment, including reimbursements and contingency, is $20,000. <br />(City share is $10,000.) <br />FINANCIAL STATEMENT <br />The City's Equipment Replacement Fund includes $3 million for replacement of the <br />existing radio system. This fund will be used for these projects. <br />
