13 <br />THE CITY OF <br />- -•• ~°'°°' e;-~n~..~ "" CITY COUNCIL AGENDA REPORT <br />j~L~£~S~NTON~ <br />May 15, 2007 <br />Public Works Department <br />TITLE: INTRODUCTION OF ORDINANCE AMENDING SEWER USER FEES <br />FOR INDUSTRIAL CUSTOMERS <br />SUMMARY <br />The City contracts with the Dublin San Ramon Services District (DSRSD) for <br />wastewater treatment and disposal services. By contract, the City is obligated to <br />implement the changes in regional sewer user charges that are approved by DSRSD. <br />DSRSD's regional rate analysis has determined that an across-the-board regional rate <br />adjustment is not necessary at this time. However, the DSRSD Board on May 1, 20007 <br />adjusted the rates charged to industrial waste customers to more fairly allocate the <br />costs of special samplings, testing, inspection, and permitting. <br />Council action ratifies and adopts these changes in the regional industrial waste sewer <br />user fees for Pleasanton's industrial users customers (a total of approximately 23 <br />customers) only. This action will result in an effective date of the new regional fee <br />increase of July 1, 2007 <br />RECOMMENDATION <br />Staff recommends that the City council approve the attached Ordinance and adopt the <br />attached Resolution amending the City's Municipal Code and Master Fee Schedule <br />accordingly, to ratify and adopt adjustments to industrial waste customers user fees <br />within the regional sewer user rates and charges. <br />FINANCIAL STATEMENT <br />Operation and replacements to the Regional Treatment and Disposal Facilities are <br />funded from revenues received through regional sewer user fees that are the same for <br />both DSRSD and City customers. Changing the regional industrial waste user fees will <br />not have an impact on the City's Sewer Enterprise Fund since the regional fees are <br />collected and forwarded to DSRSD per our mutual agreements. <br />
