MINUTES <br />PLANNING COMMISSION <br />Civic Center Conference Room <br />200 Bernal Avenue <br />April 19, 1978 <br />8:00 P.M. <br />CALL TO ORDER <br />The special meeting of the Planning Commission was called to order by <br />Chairman Doherty, at 9:10 P.M. <br />ROLL CALL <br />Commissioners Present: <br />Commissioner Absent: <br />Staff Members Present: <br />Council Members Present: <br />Doherty, Jamieson, Shepherd. <br />None. <br />Robert Harris, Director of Planning and Community <br />Development; Harvey Levine, City Attorney; Don <br />Sooby, Director of Engineering Services; Yvonne <br />McFadden, Recording Secretary. <br />Frank Brandes (Liaison). <br />REVISIONS AND OMISSIONS TO THE AGENDA <br />Secretary Harris stated he wished to give the Commissioners a brief explana- <br />tion of the McManus General Plan revised proposed to be discussed before <br />City Council on April 23. <br />OLD BUSINESS <br />UP-78-6, Wickland Oil Company <br />Application for a conditional use permit to allow the operation of a self- <br />serve service station on the northwest corner of Hopyard Road and Johnson <br />Industrial Drive; zoning for the property is I-G (General Industrial) Dis- <br />trict. <br />Staff recommendation is still for denial. They are not recommending diesel <br />pump for truck service because they do not feel the site is appropriate <br />for truck service. In the staff's opinion, the necessary findings for the <br />granting of the conditional use permit could not be made in this case. How- <br />ever, if the Commission wished to approve the application, staff provided <br />them with a list of conditions. <br />Mr. Lee Amaral, 62 West Neal Street, represented the proponents He said <br />that the conditions in the April 19 staff report were acceptable, but was <br />concerned regarding Condition No. 5 pertaining to dedication to the City <br />of additional right-of-way not to exceed four feet in width along Hopyard <br />Road. Secretary Harris explained this requirement is to provide motorists <br />sufficient roadway in which to decelerate when coming from the overpass. <br />At this time, it appears that the City would not be requiring any private <br />property from Wickland to accomplish this, but wished to make the applicant <br />aware he may need to provide such a dedication. Mr. Sooby provided further <br />explanation for the Commissioner's information. <br />Commissioner Jamieson expressed the concern that the station would become <br />a "truck stop." <br /> <br />
