14 <br />THE CITY OF <br />- ~ -- <br />~~"""" ='~"~ "" CITY COUNCIL AGENDA REPORT <br />PL£~S~4NTONo <br />April 3, 2007 <br />Assistant City Manager <br />TITLE: APPROVAL OF A RESOLUTION APPROVING THE ALLOCATION OF <br />FEDERAL AND CITY FUNDS RELATIVE TO THE COMMUNITY <br />DEVELOPMENT BLOCK GRANT (CDBG) FOR FISCAL YEAR 2007 <br />SUMMARY <br />Pleasanton will receive $285,394 in CDBG funds for FY 2007 (2007/08) which is the <br />second year of the CDBG funding cycle. In response to this funding staff and the <br />Human Services and Housing Commissions have completed its application review and <br />funding allocation process. This report summarizes the allocation process and makes a <br />funding recommendation for the upcoming fiscal year. <br />HUMAN SERVICES COMMISSION RECOMMENDATION <br />The Human Services Commission (HSC) met on March 7 to consider non-housing <br />related applications and its recommendation is detailed on Attachment 1/Table A in the <br />sections labeled "Public Services" and "Capital/Rehab." In addition, as a supplemental <br />recommendation, it recommended the Council try to identify additional City funding, <br />including consideration of using the CDBG funds normally reserved for program <br />administration ($57,079 for FY 2007), for the relocation of the LARPD Friendship <br />Center. <br />HOUSING COMMISSION RECOMMENDATION <br />The Housing Commission (HC) met on March 15 to consider capital and rehabilitation <br />projects and its recommendation is detailed on Attachment 1/Table A. <br />RECOMMENDATION <br />Staff concurs with the Commissions' recommendations and recommends adoption of <br />the resolution approving the allocation of federal and City funds for the Community <br />Development Block Grant Program for fiscal year 2007/2008 as detailed in Attachment <br />1/Table A. <br />FINANCIAL STATEMENT <br />The allocation of federal CDBG funds will not have a direct fiscal impact on the City. <br />However, the recommendation includes a commitment of $86,181 in City Lower Income <br />Housing Funds to supplement several housing services. This amount of funding is <br />consistent with supplements approved in prior years. <br />
