THE CITY OF ~ v <br />j'L£~S~4NTONm CITY COUNCIL AGENDA REPORT <br />March 20, 2007 <br />Planning and Community Development <br />TITLE: PAP-105, HEATHER BRILLHART, APPELLANT, (PCUP-155/PDR-513, <br />TRINITY LUTHERAN CHURCH, APPLICANT) - CONSIDER AN <br />APPEAL OF THE PLANNING COMMISSION'S APPROVAL OF AN <br />APPLICATION FORA CONDITIONAL USE PERMIT AND DESIGN <br />REVIEW FOR THE EXPANSION OF THE EXISTING TRINITY <br />LUTHERAN CHURCH CONSISTING OF THE REPLACEMENT OF THE <br />EXISTING TEMPORARY MODULAR BUILDINGS WITH AN <br />APPROXIMATELY 8,110-SQUARE-FOOT ONE-STORY EDUCATION <br />BUILDING TO THE EAST OF THE EXISTING CHURCH FACILITY; THE <br />CONSTRUCTION OF AN APPROXIMATELY 3,108-SQUARE-FOOT <br />MULTIPURPOSE ROOM ADDITION TO BE ATTACHED TO THE <br />SOUTH OF THE EXISTING CHURCH FACILITY, FRONTING HOPYARD <br />ROAD; THE EXPANSION OF THE EXISTING PARKING LOT; AND ON- <br />SITE LANDSCAPING REMOVAL AND REPLANTING. THE PROJECT <br />SITE IS LOCATED AT 1225 HOPYARD ROAD. <br />PROPERTY OWNERS: Trinity Lutheran Church <br />GENERAL PLAN: Medium Density Residential <br />ZONING: R-1-6,500 (Single-Family Residential, 6,500 square feet minimum lot size) <br />District <br />SUMMARY <br />Ms Heather Brillhart appealed the Planning Commission's approval to allow Trinity <br />Lutheran Church to complete its master plan. She expressed concerns with traffic, <br />parking, and safety. At issue is whether Trinity Lutheran Church should be allowed to <br />complete its master plan to: (1) construct an education building to permanently house <br />the preschool program currently operated in modular buildings; (2) construct a <br />multipurpose room addition to provide a designed location for its youth program; <br />(3) relocate on-site parking; and (4) revise and improve existing landscaping. As <br />proposed by the applicant and conditioned by the Planning Commission, the master plan <br />and design of the project would be compatible with the surrounding properties. <br />
