THE CITY OF _. „ .,. „ j~L£~S~4NTONo CITY COUNCIL AGENDA REPORT 5 March 20, 2007 City Manager TITLE: RESOLUTION TO APPROVE ALTAMONT SETTLEMENT AGREEMENT EDUCATION ADVISORY BOARD EXPENDITURE PLAN FOR FISCAL YEAR 2007- 08 SUMMARY The Altamont Settlement Agreement Education Advisory Board (EAB) annually prepares an expenditure plan for consideration by the authorizing entities. Staff is submitting the proposed expenditure plan for fiscal year 2007-08 for consideration and approval by the City Council. In accordance with the Altamont Settlement Agreement, concurrence by the Northern California Recycling Association (NCRA), the cities of Pleasanton and Livermore, and the Alameda County Board of Supervisors is necessary to fund any proposed allocation from the Education Account. The expenditure plan outlines the Board's proposed funding allocations for recycling and education program grants. The Advisory Board is requesting the City of Pleasanton City Council approve the plan for the upcoming fiscal year. RECOMMENDATION Staff recommends the City Council adopt a resolution authorizing the Altamont Settlement Agreement Education Advisory Board's Expenditure Plan for fiscal year 2007-08. The expenditure plan outlines the Board's proposed funding allocations for the entire fiscal year. The Board will be awarding funds to qualified applicants for implementing recycling and environmental awareness programs based on a competitive grant process. FINANCIAL STATEMENT There is no impact to the Pleasanton General Fund. The source of all funding is for the Education Advisory Board grant recipients will be the Altamont Settlement Agreement Education Account. Alameda County will release the funds following concurrence from NCRA, the cities of Pleasanton and Livermore, and the County Board of Supervisors. The 2007-08 expenditure plan proposes allocating $325,000 for Education Advisory Board grants.
