THE CITY OF <br />„~...A, ~ <br />~'L~~S~NTON® CITY COUNCIL AGENDA REPORT <br />March 20, 2007 <br />Public Works Department <br />TITLE: APPROVAL OF PREANNEXATION AGREEMENT AND APPROVAL FOR <br />SEWER CONNECTION FOR 6651 ALISAL STREET (HOWELL) <br />SUMMARY <br />The property owners of 6651 Alisal Street are requesting a sewer connection to serve <br />their existing residence located within the Happy Valley Specific Plan area outside the <br />City limits. The property owners are requesting connection to the City sewer system to <br />eliminate the use of their septic tank and leach field. In order for a property outside the <br />City limits to connect to the City utility system (either water or sewer), a preannextion <br />agreement is required. <br />RECOMMENDATION <br />1. Authorize connection of the Howell parcel located at 6651 Alisal Street (APN 949- <br />0007-008-00) to the City sanitary sewer system, provided all connection work is done <br />to the satisfaction of the City Engineer and all costs are borne by the property owner, <br />and the proposed extension of City services is approved by LAFCo. <br />2. Approve the preannexation agreement between Howell and the City of Pleasanton, <br />and authorize the City Manager to execute the agreement. <br />3. File an application with LAFCo for the extension of sewer service to the Howell <br />parcel. <br />FINANCIAL STATEMENT <br />The property owner would be required to pay all costs associated with extending the <br />sewer system, including their pro-rata share of infrastructure previously constructed by <br />the City to serve existing dwellings within the Happy Valley area, City connection fees, <br />permits, fees required by the City and County, and LAFCo fees. <br />
