CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 93-18 <br /> <br /> RESOLUTION ADOPTING POLICY DIRECTIONS FORT HE <br /> ALAMEDA COUNTY CONGESTION MANAGEMENT AGENCY <br /> (CMA) <br /> <br />WHEREAS, at its meeting of February 2, 1993, the City Council <br /> reviewed the report of the Director of Public Works <br /> (SR 93:23) regarding proposed policy directions for the <br /> Congestion Management Agency (CMA); <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br /> <br />Section 1: The City Council hereby adopts the following policy <br /> directions for the Congestion Management Agency: <br /> <br /> 1. Support the continuation of Measure B $.05 sales <br /> tax for transportation. <br /> 2. Support the continuation of the Pro-Rata Percentage <br /> Pass Through for "Paratransit" 1.5%, "AC Transit" <br /> 11.6%, "Local Jurisdictions" 18%. <br /> 3. Support including funding for other transit <br /> agencies (WHEELS, Union City, BART). <br /> 4. Support keeping the existing four planning areas <br /> within the Tri-Valley intact as Planning Areas. <br /> 5.Support CMA Strategic Plan, including <br /> a. Emphasizing CMA role as service agency rather <br /> than control agency. Special emphasis on <br /> technical assistance regarding maintaining <br /> land use and transportation date; <br /> b. that the CMA not be a fiscally independent <br /> growth management agency; <br /> c. a requirement that CMA prepare an annual <br /> funding equities report indicating <br /> transportation financing collections and <br /> expenditures by city as a share of the County <br /> and by county as a share of the Bay Area <br /> Region. Such equity reporting should include <br /> annual cumulative overviews. <br /> <br /> <br />
