PC-2005-OS <br />R1~;SOLUTION RECOMMENDING APPROVAL OF THE APPLICATION OF <br />EARL BACH, KAREN BACK, ED LAMB, SR_, AND ED LAMB, JR_ FOR PL7D <br />DEVELOPMEN"f PLAN APPROVAL, AS PILED UNDER CASE PUD-42 <br />WHEREAS, Earl Back, Karen Bach, lid Lanib, Sr., and Ed Lamb, Jr_ have applied for PLJD <br />development plan approval to allow afour-lot development plan for three new <br />homes fora 1 _84-acre site located at 446 Sycatrtore Road in the North Sycamore <br />Specific Ylan Area; and <br />WHEREAS, zoning for the property is PL7D-LDR (Planned Unit Development -Low Density <br />Residential District; and <br />WHEREAS, at its duly noticed public hearing of February 9, 2005, the Planning Commission <br />considered -all public testimony, relevant exhibits, and recorniriendations of the <br />City staff concerning the PUI.7 development plan; and <br />WHEREAS, an Environmental Impact Report ~EIR~ for the North Sycamore Sped Fic Plan <br />Area was prepared and ccrti£cd by the City Council in February ] 99 7 , and the <br />California Environmental Quality Act specifies that individual residential <br />development projects that are prepared pursuant to the requirements of an adopted <br />specific plan for which an EIR has been prepared and certified are exempt from <br />additional environmental review; acid <br />WHEREAS, the Planning CJommission determined that the proposed development plan is <br />appropri etc for the site, would be consi stcnt with other scantly approved prc~jecis <br />in the area, and would not alter the natural topographical features of the area_ <br />WIIEREAS, the Planning Commission made the following findings for the PUD development <br />plan= <br />The plan is in the best interests of the public health, safety, and general <br />welfare_ <br />The proposed development, as conditioned, iricets all applicable City standards <br />concerning public health, safety, and welfare, e. g., vehicle access, geologic <br />hazards (new dcvclopiricnt not within a. special studies zone, and flood hazards. <br />Ful] public and private streets and water, storm, and sanitary sewer lines are <br />present to serve the proposed lots on this site. <br />
