PC-2004-24

RESOLUTION DENYING THE APPLICATION OF RALPH ADAMS
FOR DESIGN REVIEW APPROVAL, AS FILED UNDER CASE PDR-356

WHEREAS, Ralph Adams has applied for design review approval to construct an approximately
4,588-square-foot, 29-foot high, two-story custom home; two garages measuring
approximately 1,350 square feet and 21 foot high; an approximately 240-square-foot,
19-foot high, one-story pool cabana/guest house; and related site improvements at
1340 Happy Valley Road; and

WHEREAS, zoning for the property is PUD-SRDR (Planned Unit Development - Semi-Rural Density
Residential) District; and

WHEREAS, projects of this nature are categorically exempt from the requirements ofthe California
Environmental Quality Act (CEQA); therefore, no environmental document was prepared
for this project; and

WHEREAS, at its duly noticed public hearing of April 14. 2004, the Planning Commission considered
all public testimony, relevant exhibits, and recommendations of the City staff concerning
this application.

NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON
RESOLVES THE FOLLOWING:

Section 1.

Section 2.

Denies Case PDR-356, the application of Ralph Adams for design review approval to
construct an approximately 4,588-square-foot, 29-foot high, two-story custom home; two
garages measuring approximately 1,350 square feet and 21 foot high; an approximately
240-square-foot, 19-foot high, one-story pool cabana/guest house; and related site
improvements at 1340 Happy Valley Road, because the Planning Commission
determined that the design of the house is not compatible with the Design Guidelines for
the Happy Valley Specific Plan area, and in particular:
a. The design ofthe structures does not reflect the informal, semi-rural character of
the neighborhood;
b. The modern elements in the design of the structures and the proposed colors do
not reflect the informal architectural styles of California's heritage, such as
ranch-style homes; and
c. Additional trees and less formal landscaping are needed.

This resolution shall become effective 15 days after its passage and adoption unless
appealed prior to that time.
