<br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
<br />PLEASANTON FINDING THE CITY OF PLEASANTON’S FIVE-YEAR CAPITAL
<br />IMPROVEMENT PROGRAM FOR FISCAL YEARS 2025/26 THROUGH 2029/30, AND
<br />THE FISCAL YEAR 2025/26 CAPITAL BUDGET, TO BE IN CONFORMANCE
<br />WITH THE CITY’S GENERAL PLAN
<br />
<br />WHEREAS, Section 65103(c) of the California Government Code mandates that
<br />the Planning Commission of each city shall annually review the capital improvement
<br />program of the city for its consistency with the city’s general plan; and
<br />
<br />WHEREAS, the City of Pleasanton prepares and updates its Five-Year Capital
<br />Improvement Program (CIP) every two years in coordination with the biennial budget
<br />process; and
<br />WHEREAS, the draft Five-Year CIP for Fiscal Years 2025/26 through 2029/30,
<br />including the Fiscal Year 2025/26 and 2026/27 Capital Budget, was presented to the
<br />Planning Commission for review on May 28, 2025; and
<br />
<br />WHEREAS, the draft CIP includes general fund-supported, core, and enterprise-
<br />funded projects that have been identified through a citywide prioritization process and
<br />reflect regulatory requirements, safety needs, infrastructure renewal, and alignment with
<br />adopted master plans and community priorities; and
<br />
<br />WHEREAS, the draft CIP identifies a total of $54 million in expenditures for
<br />Fiscal Year 2025/26, supported by $84.9 million in revenue sources, including $16.6
<br />million in general fund allocations toward nine high -priority projects; and
<br />
<br />WHEREAS, each proposed project within the CIP is supported by project -
<br />specific data, cost estimates, and funding sources, and is organized by category,
<br />including Transportation & Streets, Parks, Miscellaneous, Water, Sewer, Storm, and
<br />Facilities; and
<br />
<br />WHEREAS, the proposed CIP and FY 2025/26 Capital Budget are found to be in
<br />conformance with the goals, policies, and programs of the City’s 2005 General Plan, as
<br />well as related adopted planning documents, including but not limited to the Climate
<br />Action Plan (CAP 2.0), Housing Element, Bicycle and Pedestrian Master Plan, and
<br />Water and Sewer System Management Plans; and
<br />
<br />WHEREAS, the draft CIP is consistent with General Plan goals and policies
<br />including, but not limited to: ensuring adequate infrastructure, promoting responsible
<br />public facility investment, enhancing multi-modal transportation options, and
<br />coordinating capital improvements with long-range planning objectives.
<br />
<br />NOW, THEREFORE BE IT RESOLVED, the Planning Commission of the City of
<br />Pleasanton, does resolve, declare, determine, and order the following:
