<br />PLANNING COMMISSION CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-96-10 <br /> <br />RESOLUTION RECOMMENDING APPROVAL OF THE APPLICATION OF <br />A.G. SPANOS COMPANIES FOR DEVELOPMENT PLAN APPROVAL, AS <br />FILED UNDER CASE PUD-8l-30-59D <br /> <br />WHEREAS, A.G. Spanos Companies has applied for development plan approval to <br />construct a two- and three-story, 462-unit apartment complex on an <br />approximately 20 acre site (a portion of Lot 60) located within the <br />Hacienda Business Park, bordered by Owens Drive on the north, Tassajara <br />Creek on the east, and the Alameda County Transit Corridor on the south; <br />and <br /> <br />WHEREAS, zoning for the property is PUD (Planned Unit Development) - HDR (High <br />Density Residential) District; and <br /> <br />WHEREAS, at their duly noticed public hearing of February 14, 1996, the Planning <br />Commission considered all public testimony, relevant exhibits, and <br />recommendations of the City staff concerning this application; and <br /> <br />WHEREAS, an Environmental Impact Report was prepared in conjunction with the <br />PUD approval for the entire Hacienda Business Park and the proposed <br />project is within the scope of the EIR; therefore, no environmental <br />document was prepared for this project; and <br /> <br />WHEREAS, the Planning Commission made the following findings: <br /> <br />A. The plan is in the best interests of the public health, safety, and <br />general welfare. <br /> <br />The proposed apartment development would meet City standards for street <br />improvements and utility design. Adequate storm drain, sanitary sewer, <br />and water service utilities are present in the area surrounding the <br />development and are sufficient to serve the new apartment complex. All <br />on-site infrastructure shall be installed by the project developer with <br />connections to municipal systems in order to serve the site. The project <br />will not generate volumes of traffic which cannot be accommodated by <br />existing City streets and intersections in the area. Adequate access would <br />be provided to all structures and units for police, fire and other emergency <br />response vehicles. The project would also provide affordable rental <br />housing. <br />
