THE CITY OF <br /> <br />pL£AS&NTON <br /> <br />4H <br /> <br />City Council <br />Staff Report <br /> <br /> January 4, 2005 <br />Public Works Department <br /> <br />SUBJECT: <br /> <br />REJECTION OF BIDS FOR THE CONVERSION TO <br />UNDERGROUND UTILITIES FOR PRIVATE PROPERTIES ON <br />FIRST STREET, CIP NO. 025071B <br /> <br />STAFF RECOMMENDATION: <br /> <br />Staff recommends that the City Council take the following action at the <br />meeting of January 4, 2005: <br /> <br />Review and reject the single bid received for the subject project. <br /> <br />SUMMARY: <br /> <br />The subject project provides for the conversion of overhead utility service <br />laterals to underground utility services on private property along First Street <br />and Kottinger Drive (42 individual properties) in conjunction with the <br />establishment of an underground utility district at this location. Plans and <br />specifications were prepared for the project and the project was advertised <br />and bid with only one bid received. The bid of $229,500 was submitted by <br />Prism Engineering of Campbell, California and was substantially higher <br />than the engineer's estimate. Staff feels that a rebid of the project will <br />garner more bids and provide a more realistic comparison of the costs in a <br />more competitive bidding environment. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />On December 17, 2002 the City Council formed Underground Utility District No. 02-1 (UUD <br />02-01) by resolution which provided for the undergrounding of the existing overhead utility <br />lines on First Street from West Angela Street to Stanley Boulevard, and on Kottinger Drive from <br />First Street to St. Mary's Creek. The First Street Utility Conversion Project (CIP 025071B) <br />provides for the conversion of existing overhead utility service connections to underground <br />utility service connections on private property.
