While I have obs er ved the po pulation gr ow and the econo m y pr os per , it ha s been doing s o in tr o ubling fas hio n, the s hiny faca de ma s king a s haky foundation. We m ay s oon follow other com m unities , dr iving its elf ine xo r ably towa r ds budget cr is es by pur s uing s ome "vis ion" as put for th by s ome putative ly pr es cient "planner s ," hoping to r ealize their dr e am funde d by a s ee mingly bo ttomles s well of public funds a nd goodwill. My s pecific e xper ience a nd knowledge of the s ituation de r ives fr o m the fact that I have been de s igning lands capes for the mo s t e xclus ive of r es idence s in the B ay Ar ea, with the major ity being in P leas anto n, Danville , S an Ra mo n, Dublin, and o utlying s ubur bs and develo pm ents . B y exclus ive, I mean to s ay that s eve r a l in the des ign s tages at this moment will co s t between $1M and $2.5M jus t fo r the lands capes , s ever al of which ar e in the Dia mo nd C anyon develo pm ent. It s hould be under s tood that hom es ther e no w s tar t at $6M, with NO YARD. T hes e homeo wner s and other s like them co mpr is e m uch of the pr oper ty tax bas e, and they likewis e no doubt have a gr e at dea l of dis cr etionar y incom e to s pend at local bus ines s es . O ne wo uld think that, if the City we r e to think of its elf as a "bus ine s s " a nd its citizens as "cus tomer s ," the City might wis h to ke ep s uch cus tom er s happy. I s tate em phatically that s uch is no t the ca s e. The per mitting pr oces s has continually become incr eas ingly cumber s om e, and it is no exagger atio n tha t the tim e r equir ed is no w
