<br /> Bicycle, Pedestrian & Trails <br />Committee <br />Agenda Report <br /> July 24, 2023 <br /> <br /> <br /> <br /> <br />SUBJECT: WEST LAS POSITAS MULTIMODAL RECONSTRUCTION PROJECT <br />CONCEPT PLANS <br /> <br /> <br /> <br />SUMMARY <br />The city is working on improvements to the West Las Positas Corridor between Foothill Road <br />and Santa Rita Road to improve pedestrian and bicyclist circulation and provide safety <br />enhancements throughout the corridor as identified in the 2018 Bicycle and Pedestrian Master <br />Plan. The project also addresses the uneven roadway pavement surface as directed by the City <br />Council in 2021. These two high priority projects were combined into a single project titled “The <br />West Las Positas Multimodal Reconstruct Project”. <br /> <br />The pedestrian and bicycle components of the West Las Positas Multimodal Reconstruction <br />Project were developed with extensive public input and en dorsed by the Bicycle, Pedestrian and <br />Trails Committee in December 2019 and by City Council in 2022. <br /> <br />On November 15, 2022, City Council authorized staff to further develop plans for West Las <br />Positas up to a 35% construction plan level. Two concept plans have been developed to aid in <br />the development of the 35% construction plans. <br /> <br />Concept Plan Alternative 1 will include an interim condition with use of “quick built elements” <br />such as added striping and plastic delineator posts to establish a Class IV cycle track. <br />Alternative 1 improvements will reside within the existing roadway cross section and will <br />maintain the existing sidewalk, curb and gutter, median curb, and include the following: <br /> <br />• Maintain improvements within the existing right of way. <br />• Rehabilitate or reconstruct pavement per the geotechnical analysis and <br />recommendations. <br />• Provide protected intersections and crossing treatments for bicycles and pedestrians at <br />existing signalized intersections using pavement markings and delineators. <br />• Incorporate green colored pavement markings to help delineate bicycle infrastructure. <br />• Upgrade and reconstruct ADA curb ramps and driveways where pavement reconstruction <br />impacts existing conditions. <br />• Provide spot repairs and replacements for existing wet utilities, including existing <br />stormwater, sewer, and water laterals. <br />• Modify crosswalk aesthetics between Hopyard Road and Stoneridge Drive with colorized <br />stamped asphalt concrete with brick patterns. <br />
