1 1
City Council Agenda Item #18 (July 18, 2023)
Quesons & Staff Responses for Water Rates
General Questions:
1.How many water meters are there in our billing system?
There are approximately 22,700 meters
2.How often does the City pay Zone 7 Water Agency?
The City pays Zone 7 monthly.
3.Why do the rates need to be increased?
The City of Pleasanton is committed to providing safe, reliable drinking water and
this increase will ensure that funds are in place to manage a variety of water
supply and quality issues. The primary purpose of the immediate rate adjustment
is to fund near-term projects that will allow for the delivery of additional water
from Zone 7 to reduce reliance on Pleasanton’s groundwater wells while a
longer-term solution to PFAS is developed and implemented.
4.When will the rates become effective?
The proposed water and sewer rates will be effective November 1, 2023.
Proposed Water Rate schedule:
Year 1: November 1, 2023 - December 31, 2024
Year 2: January 1, 2025 - December 31, 2025
Year 3: January 1, 2026 - December 31, 2026
Proposed Sewer Rate schedule:
Year 1: November 1, 2023 - June 30, 2024
Year 2: July 1, 2024 - June 30, 2025
Year 3: July 1, 2025 - June 30, 2026
5.The source for the Comparative Annual Residential Water Charges table is
EBMUD. Are these rates directly comparable to Pleasanton’s?
A general comparison can be made but it is difficult to make an exact comparison
as there are a variety of factors that vary between agencies, such as the source
of water and the cost of that water.
6.Do Pleasanton’s rates include the Zone 7 pass-through?
