<br /> Bicycle, Pedestrian & Trails <br />Committee Meeting <br />Agenda Report <br /> June 26, 2023 <br /> <br />Item 4 <br /> <br /> <br /> <br />SUBJECT: REVIEW OF THE COMPLETE STREETS CHECKLIST FOR THE <br />TRANSPORTATION DEVELOPMENT ACT (TDA) ARTICLE 3 FUNDS FOR <br />BICYCLE AND PEDESTRIAN IMPROVEMENTS AT VARIOUS LOCATIONS <br /> <br /> <br />SUMMARY <br />In March 2022, the Metropolitan Transportation Commission (MTC) updated its Complete <br />Streets policy. The update included the requirement that all projects applying for regional <br />discretionary transportation funding of $250,000 or more, must submit a Complete Streets <br />Checklist to MTC. In addition, the checklist is required to be reviewed by the City’s Bicycle and <br />Pedestrian Advisory Committee. <br /> <br />BACKGROUND <br />The Transportation Development Act is a state of California law that provides funding through <br />state sales tax for projects that comply with regional transportation plans. Article 3 of the TDA <br />provides funding for bicycle and pedestrian projects. The Metropolitan Transportation <br />Commission oversees the allocation of these funds, base d on population, within the nine county <br />MTC region. MTC makes annual distributions of TDA A rticle 3 funds to eligible claimants after <br />review of applications submitted. <br /> <br />In March 2022, the Metropolitan Transportation Commission adopted a new Complete Stre ets <br />Policy. The goal of the policy is to make sure that people who are biking, walking, rolling and <br />taking transit are safely accommodated within the transportation network. The Complete Streets <br />Policy requires that projects funded with regional funds must implement local Complete Streets <br />plans and implement All Ages and Abilities design guidelines on the Active Transportation <br />Network. <br /> <br />RECOMMENDATION <br />Receive information and provide feedback as necessary. <br /> <br />Submitted by: <br /> <br />Matthew Nelson <br />Associate Traffic Engineer <br /> <br />Attachment: <br />1.
