18b <br /> THE CITY OF <br /> Em, CITY COUNCIL AGENDA REPORT <br /> PLEASANTON. <br /> June 20, 2023 <br /> City Manager's Office <br /> TITLE: ADOPT A RESOLUTION TO DIRECT THAT FUNDS IN THE 35-GALLON <br /> RESIDENTIAL CART MIGRATION LIABILITY ACCOUNT HELD BY <br /> PLEASANTON GARBAGE SERVICE INC., BE REMITTED TO THE CITY BY <br /> SEPTEMBER 30, 2024, AND THOSE FUNDS BE HELD IN THE CITY'S PGS <br /> SPECIAL REVEUE RESERVE FUND 171 TO BE USED FOR WASTE AND <br /> RECYLING RELATED EXPENSES <br /> SUMMARY <br /> At a special meeting of the City Council on July 3, 2018, the City Council set and <br /> approved the garbage rates for rate period one for the franchise agreement with <br /> Pleasanton Garbage Service (PGS) for solid waste, recyclable materials, and organic <br /> materials collection services which commenced on July 1, 2018. <br /> At that meeting the City Council voted to increase the 35-gallon residential solid waste <br /> cart above the original staff recommendation to offset PGS's concerns regarding <br /> potential revenue loss due to the migration of residential customers to the smaller cart. <br /> This decision resulted in additional revenue, and Council directed City staff to provide to <br /> the City Council (at a later date) a recommendation as to how the additional revenue <br /> would be allocated. <br /> RECOMMENDATION <br /> The Waste and Recycling Subcommittee and City staff recommend the City Council <br /> adopt a resolution to direct the funds in the 35-gallon residential cart migration liability <br /> account held by Pleasanton Garbage Service, Inc., to be remitted to the City by <br /> September 30, 2024, and for those funds to be held in the City's PGS special revenue <br /> reserve Fund 171 to be used for waste and recycling related expenses. <br /> FINANCIAL STATEMENT <br /> If the City Council adopts the recommended resolution, the 35-gallon residential cart <br /> migration liability account held by PGS will continue to accrue through June 30, 2024, <br /> and the entire amount will be remitted to the City no later than September 30, 2024. The <br /> funds will be placed in the PGS special revenue fund 171. The estimated amount to be <br /> remitted to the City is nearly $1 ,000,000. <br />
