5 <br /> THECITY OF <br /> '-_ �°°°� -'-r CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> June 6, 2023 <br /> Community Development <br /> Planning Division <br /> TITLE: APPROVE AN AMENDMENT TO THE PROFESSIONAL SERVICES <br /> AGREEMENT WITH LISA WISE CONSULTING FOR PREPARATION OF <br /> THE HOUSING ELEMENT UPDATE IN THE AMOUNT OF $24,225 FOR A <br /> NEW TOTAL CONTRACT AMOUNT OF $353,936 AND APPROVE BUDGET <br /> AMENDMENT IN THE LOWER INCOME HOUSING FUND <br /> SUMMARY <br /> In March 2021 the City Council authorized the City Manager to enter into Professional <br /> Services Agreements in conjunction with the 2023-2031 (6th RHNA Cycle) Housing <br /> Element, including a Professional Services Agreement with Lisa Wise Consulting (LWC) <br /> in the amount of$302,001 to prepare an update to the Housing Element. In November <br /> 2022, this contract was amended to include additional services and increase the total <br /> contract amount to $329,711. Staff has identified the need for additional consultant work <br /> to support the update effort, including responding to the California Department of <br /> Housing and Community Development (HCD) not anticipated in the original scope of <br /> work. An amendment to the Professional Services Agreement with LWC in the amount <br /> of$24,225 is requested to address these additional services, as well as to extend the <br /> term of the agreement by six months to December 31, 2023, to allow for completion of <br /> the additional work. <br /> RECOMMENDATION <br /> Staff recommends the City Council: <br /> 1. Authorize the City Manager to execute the second amendment to the <br /> Professional Services Agreement with Lisa Wise Consulting to extend the term of <br /> the agreement to December 31, 2023, and add $24,225 in compensation for a <br /> new contract amount of $353,936. <br /> 2. Amend the FY 2022/23 Budget Appropriation for the Lower Income Housing <br /> Fund by increasing the Professional Services budget by $24,225. <br /> FINANCIAL STATEMENT <br /> Most of the original cost of this professional services agreement was paid by State <br /> Local Early Action Planning (LEAP) and Regional Early Action Planning (REAP) grant <br /> funding, with the remaining amount paid by the Lower Income Housing Fund. The <br /> amendment results in an additional $24,225. Staff recommends utilizing an existing fund <br /> balance in the Lower Income Housing Fund to cover this increased cost. <br />
