17 <br /> THE CITY Of <br /> #_ ...� CITY COUNCIL AGENDA REPORT <br /> PL£ASANTON. <br /> May 16, 2023 <br /> Operations Services <br /> TITLE: MONITOR CITYWIDE WATER CAPACITY AND AUTHORIZE USE OF <br /> WELLS 5 AND 6 AS NECESSARY TO MEET MAXIMUM DEMAND <br /> PERIODS OR ALTERNATIVELY ADOPT A RESOLUTION DECLARING <br /> A STAGE 2 WATER SHORTAGE, MANDATING PLEASANTON WATER <br /> CUSTOMERS REDUCE POTABLE WATER USAGE BY FIFTEEN <br /> PERCENT (15%), ACTIVATING STAGE 2 WATER SHORTAGE RATES, <br /> AND APPLYING EXCESS USE PENALTIES AS NEEDED <br /> SUMMARY <br /> In late 2022, the State Water Resources Control Board Division of Drinking Water <br /> (DDW) issued a General Order, requiring the City to perform testing in all groundwater <br /> wells beginning the first quarter of 2023. The three groundwater wells that deliver 20 <br /> percent of the City's water supply have not been in operation since November 2022 <br /> based on testing for per- and polyfluoroalkyl substances (PFAS). Since that time, the <br /> City has been purchasing 100 percent of its water supply through the Tri-Valley's water <br /> wholesaler, Zone 7 Water Agency. The lifting of the state and local drought emergency <br /> declarations and accompanying 15 percent conservation mandates, coupled with <br /> anticipated increased usage during warmer weather, necessitate using the City's Wells <br /> 5 and 6 to meet water usage during summer maximum demand periods. <br /> Reinstating the use of Wells 5 and 6 as necessary during the summer season (June- <br /> October) would provide the necessary water supply and lessen the flow and pressure <br /> requirements through Zone 7 turnouts without significantly impacting distribution <br /> reliability. Therefore, staff is presenting a recommended approach as a reasonable <br /> near-term option for the City Council's consideration to encourage continued water <br /> conservation during the summer months (June-October), use Wells 5 and 6 as <br /> necessary to meet maximum demand periods, and evaluate approach based on results <br /> of second (and future) quarterly test results. All potable water delivered by the City <br /> meets and/or exceeds all regulated federal and state drinking water guidelines. <br /> RECOMMENDATION <br /> Monitor citywide water capacity and use Wells 5 and 6 as necessary to meet maximum <br /> demand periods. <br /> FINANCIAL STATEMENT <br /> There is no significant financial impact with the use of Wells 5 and 6 if needed. The <br /> additional water purchase from Zone 7 is already included in the proposed FY2023/24 <br /> and FY 2024/25 budget. <br /> Page 1 of 6 <br />
