7
THE CITY OF
CITY COUNCIL AGENDA REPORT
PLEASANTON.
May 16, 2023
Engineering
Fire
TITLE: ADOPT A RESOLUTION ACKNOWLEDGING THE SUBMISSION OF A
GRANT APPLICATION TO THE CALIFORNIA STATE DEPARTMENT
OF FORESTRY AND FIRE PROTECTION TO FUND FIRE FUELS
REDUCTION IN AUGUSTIN BERNAL PARK, AND CERTIFYING THE
AVAILABILITY OF CITY FUNDS TO IMPLEMENT THE $1,049,100
REIMBURSEMENT GRANT BY MARCH 15, 2029
SUMMARY
City and Livermore-Pleasanton Fire Department (LPFD) staff jointly have prepared an
application for the State Department of Forestry and Fire Protection (Cal Fire) California
Climate Investments Wildfire Prevention Grants Program to fund the reduction of
hazardous fire fuel within the Augustin Bernal Community Park. The grant requests
$1,049,100 to cover 100 percent of the cost of consultants, contractors, equipment, and
California Environmental Quality Act (CEQA) compliance necessary to implement the
grant, as well as funding for a part-time consultant to help manage the implementation
of the grant. The grant process requires the City Council to adopt a resolution
acknowledging the application AND certifying the City has sufficient funds available to
implement the reimbursement grant and is able to expend the grant funds by March 15,
2029. The grant will allow the reduction of fire fuels in approximately 125 acres in the
Augustin Bernal Community Park. Letters of support for the grant were submitted from
the Golden Eagle Homeowners Association (HOA), Kilkare HOA, and the East Bay
Regional Park District.
RECOMMENDATION
Adopt the resolution (see Attachment 1) acknowledging the application for the State of
California Climate Investments Wildfire Prevention Grants Program grant and certifying
the City has sufficient funds to start, operate and maintain, and complete the fire fuels
reduction project in Augustin Bernal Community Park by March 15, 2029.
Authorize the City Manager to enter into the grant agreement and any future
amendments required with Cal Fire for the California Climate Investments Wildfire
Prevention Grant, if awarded a grant.
FINANCIAL STATEMENT
The reimbursable grant will provide 100 percent of the construction and administration
costs of the project estimated to total $1,049,100 but will require staff time for oversight
and administration of the grant which is not reimbursable.
