13 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> PLEASANTON. <br /> May 2, 2023 <br /> Community Development <br /> TITLE: ADOPT MODIFICATIONS TO OBJECTIVE DESIGN STANDARDS FOR <br /> HOUSING SITES <br /> SUMMARY <br /> On January 26, 2023, the City Council adopted two sets of Objective Design Standards <br /> (ODS) for residential development: (1) ODS for sites identified in the Housing Element; <br /> and (2) ODS for smaller infill development in multifamily zoning districts, located <br /> principally downtown and within limited areas outside of downtown. The adoption of the <br /> ODS coincided with the adoption of the 6th Cycle Housing Element. <br /> During the review process of the ODS, the City received comments from local <br /> developers and architects regarding the proposed standards and how they relate to <br /> existing developments in Pleasanton. In response to these comments, staff and the <br /> professional services team made modifications to the ODS toward satisfying the <br /> concerns of the commenting parties while upholding the standards where they would <br /> result in a better-quality project and maintaining project feasibility. Due to the technical <br /> nature of the ODS, the volume of comments, and the adoption deadline for the Housing <br /> Element, staff at the ODS adoption hearing indicated that some of the adjustments <br /> made in response to public comment warrant further review subsequent to adoption. <br /> Staff is presenting updated ODS with the goal of ensuring they represent robust <br /> standards for residential projects. The proposed modifications to the ODS for Housing <br /> Sites, reflecting changes to reflect public comments, "clean up" and clarification of some <br /> standards, and additional revision to reflect Planning Commission recommendations, is <br /> now presented to the City Council for final decision and direction. <br /> PLANNING COMMISSION AND STAFF RECOMMENDATION <br /> At its April 12, 2023, meeting, the Planning Commission, by 5-0 vote, recommended the <br /> City Council adopt the modifications to the Objective Design Standards for Housing <br /> Sites and consider tiering allowable building height for projects greater than 30 dwelling <br /> units per acre (du/ac). Staff recommends the City Council: <br /> 1. Find the adoption of modifications to the Objective Design Standards for Housing <br /> Sites are consistent with and would implement the goals and policies examined <br /> in the 2023-2031 (6th Cycle) Housing Element Update Program Environmental <br /> Impact Report (State Clearinghouse No. 2022040091); <br />
