<br /> Bicycle, Pedestrian & Trails <br />Committee Meeting <br />Agenda Report <br /> March 27, 2023 <br /> <br />Item 5 <br /> <br /> <br /> <br />SUBJECT: TRANSPORTATION DEVELOPMENT ACT (TDA) ARTICLE 3 FUNDS FOR <br />BICYCLE AND PEDESTRIAN IMPROVEMENTS AT VARIOUS LOCATIONS <br /> <br /> <br />SUMMARY <br />This report recommends that the Committee approve the application to the Metropolitan <br />Transportation Commission (MTC) for Transportation Development Act (TDA) Article 3 funds for <br />the bicycle and/or pedestrian improvements at various locations. The specific projects <br />considered for this funding include buffered bike lanes on Stoneridge Drive between Santa Rita <br />Road and Trevor Parkway, buffered bike lanes and sidewalk/ramp improvements at I-580 <br />overcrossings and intersection improvements at various intersections along Valley Avenue, as <br />recommended through the Bicycle and Pedestrian Master Plan update. <br /> <br />BACKGROUND <br />The Transportation Development Act is a state of California law that provides funding through <br />state sales tax for projects that comply with regional transportation plans. Article 3 of the TDA <br />provides funding for bicycle and pedestrian projects. The Metropolitan Transportation <br />Commission oversees the allocation of these funds, based on population, within the nine county <br />MTC region. MTC makes annual distributions of TDA A rticle 3 funds to eligible claimants after <br />review of applications submitted. <br /> <br />Eligible projects for these funds include: construction and/or engineering of a capital project; to <br />maintain a bikeway that is closed to motorized traffic; for a bicycle safety education program; to <br />develop bicycle or pedestrian facilities; or for restriping of bike lanes. <br /> <br />RECOMMENDATION <br />It is recommended that the Bicycle, Pedestrian and Trails Committee approve the filing of an <br />application with the MTC for TDA Article 3 funding of $493,513 for installation and/or <br />improvements of bicycle and pedestrian facilities on Stoneridge Drive, Valley <br />Avenue and I-580 overcrossings. <br /> <br /> <br /> <br />Submitted by: <br /> <br />Matthew Nelson <br />Associate Traffic Engineer
