March 21 , 2023 Engineering TITLE: APPROVE A PROFESSIONAL SERVICES AGREEMENT IN THE AMOUNT OF $325,178 WITH DUDEK TO PREPARE A COMPREHENSIVE URBAN FOREST MASTER PLAN (CIP NO. 22773) AND APPROVE A BUDGET AMENDMENT IN THE URBAN FORESTRY FUND IN FISCAL YEAR 2022/23 SUMMARY The attached professional services agreement with Dudek in the amount of $325,178 is to prepare a comprehensive Urban Forest Master Plan (UFMP) for the City. The UFMP will include an update to the City's tree inventory, an analysis of and recommendations for the urban forest management, an analysis of the urban forest in relation to the Climate Action Plan 2.0 goals, and an update to the Tree Preservation Ordinance. Preparation of the UFMP will include significant public outreach throughout the process. Dudek was selected for these services based on its qualifications in response to an advertised Request for Qualifications and the subsequent interviews and fee negotiations with staff from the Engineering, Operations Services, and Community Development departments, the City Council allocated $200,000 for the Urban Forest Master Plan, CIP No. 22773, as part of the Fiscal Year 2022/23 Capital budget. Additional funding in the amount of $157,507 is needed to complete the project and is available in the Urban Forestry Fund to fully fund the project. Staff recommends that the City Council approve the professional services agreement with Dudek and approve a budget amendment to the project budget, from $200,000 to $357,507. Preparation of the UFMP is expected to take approximately 18 months and be completed in Fall of 2024. RECOMMENDATION 1 . Approve the professional services agreement with Dudek in the amount of$325,178 for the Urban Forest Master Plan and authorize the City Manager to execute the agreement. 2. Approve a budget amendment to the Urban Forest Master Plan project (CIP No. 22773), increasing its budget by $157,507, from $200,000 to $357,507, in the Urban Forestry Fund (Fund 129) to fully fund the agreement and provide a contingency of approximately $32,000. 3. Authorize the Director of Engineering to execute amendments to the professional service agreement up to a not-to-exceed amount of $32,000 (approximately a 10 percent increase to the base agreement amount) for additional services if determined to be necessary as the UFMP is prepared.
