4 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> PLEASANTON <br /> March 21 , 2023 <br /> Community Development <br /> TITLE: ADOPT A RESOLUTION TO APPROVE THE ALTAMONT <br /> SETTLEMENT AGREEMENT EDUCATION ADVISORY BOARD <br /> EXPENDITURE PLAN FOR FISCAL YEAR 2023/2024 <br /> SUMMARY <br /> The Altamont Settlement Agreement Education Advisory Board (EAB) annually <br /> prepares an Expenditure Plan for consideration by the authorizing entities. Staff is <br /> submitting the proposed Expenditure Plan for fiscal year 2023/2024 for consideration <br /> and approval by the City Council. In accordance with the Altamont Settlement <br /> Agreement, concurrence by the Northern California Recycling Association (NCRA), the <br /> cities of Pleasanton and Livermore, and the Alameda County Board of Supervisors is <br /> necessary to fund any proposed allocation from the Education Account. The <br /> Expenditure Plan outlines the Board's proposed funding allocations for recycling and <br /> education program grants. The EAB is requesting the Pleasanton City Council approve <br /> the plan for the upcoming fiscal year. <br /> RECOMMENDATION <br /> Adopt the attached resolution authorizing the Altamont Settlement Agreement <br /> Education Advisory Board's Expenditure Plan for fiscal year 2023/2024. The Board will <br /> award funds to qualified applicants for implementing recycling and environmental <br /> awareness programs based on a competitive grant process. <br /> FINANCIAL STATEMENT <br /> There is no financial impact to the City of Pleasanton associated with this action. The <br /> funding source for the EAB grant recipients is the Altamont Settlement Agreement <br /> Education Account. Alameda County will release the funds following concurrence from <br /> NCRA, the cities of Pleasanton and Livermore, and the Alameda County Board of <br /> Supervisors. The 2023/2024 Expenditure Plan proposes allocating $650.000 for EAB <br /> grants and administration. <br />
