2 CITY OF PLEASANTON CITY COUNCIL MEETING MINUTES February 21, 2023 REGULAR MEETING CALL TO ORDER Mayor Brown called the regular meeting of the City Council to order at the hour of 7:00 p.m. from the Council Chamber located at 200 Old Bernal Avenue. Councilmember Nibert led the Pledge of Allegiance and provided opening remarks. ROLL CALL Present: Councilmembers Arkin, Balch, Nibert, Testa, Mayor Brown Absent: None AGENDA AMENDMENTS — None. CONSENT CALENDAR City Manager 1. Amend purchase order 2023027 to increase General Fund subsidy to Tri-Valley Community Television (TVCTV) by $3,423 Recommendation: Approve the amendment of purchase order 2023027. Community Development 2. Actions of the Zoning Administrator and Planning Commission Recommendation: Approve the actions of the Planning Commission and Zoning Administrator. 3. Adopt a resolution to establish greenhouse gas emissions thresholds to be used to evaluate impacts as part of the California Environmental Quality Act review and adopt a resolution to update the Climate Action Plan 2.0 to reflect corrected modeling assumptions Recommendation: Adopt and waive the full reading of Resolution No. 23-1365 and Resolution No. 23-1366. 4. Approve a third amendment to the as-needed maintenance agreement for pavement striping and signage services with Womack Striping, Inc., to increase the contract maximum from $100,000 to $200,000 for fiscal year 2022/23 Recommendation: Approve the third amendment to the as-needed maintenance agreement. 5. Consider adoption of a resolution modifying the master fee schedule to adopt application fees for Senate Bill 330 preliminary review and housing site compliance review Recommendation: Adopt and waive the full reading of Resolution No. 23-1367 to modify the Master Fee Schedule to address new planning processes mandated by State law and the 6th Cycle Housing Element, adding application fees of $1,494.00 for Senate Bill 330 Preliminary
