<br /> Page - 1 - <br /> <br /> Housing Commission <br />Agenda Report <br /> March 16, 2023 <br /> Item 5 <br /> <br /> <br />SUBJECT Review and Recommendation to City Council for Allocation of Federal <br />HOME Funds and City Lower Income Housing Funds Related to the <br />Housing and Human Services Grant (HHSG) Program for Fiscal Year <br />2023/24 <br /> <br />RECOMMENDATION <br />Review and recommend to City Council the allocation of HOME and LIHF funds for FY 2023/24 <br />HHSG projects described in this report which includes: <br /> <br />1) $80,000 in HOME funds and $40,000 in LIHF funds to Abode Services’ tenant-based rental <br />assistance through the Tri-Valley Rapid Re-Housing Program. <br />2) $46,628 in LIHF funds to Centro Legal de la Raza to provide quality eviction defense and <br />prevention legal services to Pleasanton residents. <br />3) $80,000 in LIHF funds to CityServe’s Homeless Intervention and Crisis Stabilization Program. <br />4) A total of $55,000 in LIHF funds to Community Resources for Independent Living (CRIL) <br />($15,000) and ECHO Housing ($40,000) for housing services. <br />5) A total of $40,000 in LIHF funds to Tri-Valley REACH to address home repairs, <br />improvements, and maintenance at six (6) affordable home properties for sixteen (16) <br />extremely low-income adults with developmental disabilities. <br />6) $80,000 in LIHF and HOME funds to Habitat for Humanity for administering the City’s <br />Housing Rehabilitation Program. <br />7) $40,000 in LIHF funds to Goodness Village Tiny Home Community assisting chronically <br />homeless individuals to transition into permanent housing. <br /> <br />ATTACHMENTS: <br />1. Human Services Commission Agenda Report (3/15/2023) <br /> <br /> <br />BACKGROUND <br />The City implemented its Housing and Human Services Grant (HHSG) program in 2010. The <br />HHSG program combined funding from the Community Development Block Grant (CDBG) and <br />the HOME Investment Partnership Program (HOME) federal grants and two local sources [the <br />Lower Income Housing Fund (LIHF) and General Funds allocated for human services] into a <br />single streamlined grant program. <br /> <br />HHSG applications for FY 2023/24 funding were solicited from December 2, 2022 through <br />January 20, 2023.
