2 <br /> CITY OF PLEASANTON <br /> CITY COUNCIL SPECIAL MEETING MINUTES <br /> January 26, 2023 <br /> This meeting was conducted in accordance with Governor Newsom's <br /> Executive Order N-29-20 and AB 361 COVID-19 pandemic protocols. <br /> CALL TO ORDER <br /> Mayor Brown called the special meeting of the City Council to order at the hour of 6:00 p.m. from the <br /> Council Chamber located at 200 Old Bernal Avenue and via Zoom. <br /> Mayor Brown led the Pledge of Allegiance. <br /> ROLL CALL <br /> Present: Councilmembers Arkin, Balch, Nibert, Testa, Mayor Brown <br /> Absent: None <br /> PUBLIC HEARING AND OTHER MATTERS <br /> 1. Stoneridge Mall Framework — P22-0969, Review and adopt a resolution approving components of <br /> the Stoneridge Mall Framework <br /> Recommendation: <br /> The Planning Commission by 4-0 vote recommended the City Council adopt the Stoneridge Mall <br /> Framework Components at its January 11, 2023, meeting. Staff recommends the City Council <br /> accept the Planning Commission recommendation and <br /> 1. Find that the housing units identified and allocated to various parcels in the Stoneridge Mall <br /> Framework Components were analyzed in the EIR for the Housing Element; and <br /> 2. Waive the full reading and adopt Resolution No. 23-1356 approving the Stoneridge Mall <br /> Framework Components, dated January 12, 2023, as enclosed with Attachment 1. <br /> Ellen Clark, Community Development Director, Rick Williams of Van Meter Williams Pollack, and <br /> Mike Tassano, Traffic Engineer, presented the item and responded to clarifying questions. <br /> Mayor Brown opened the public hearing. The following individuals provided comment: Jerry Hunt, <br /> Cecily Barclay, Chuck Davis, Alan Chamorro, Steven Logan, Rick Schempp, Debbie Wallace, <br /> John Hall, Connie Schempp, Jocelyn Combs, Joan Brown, John Bauer, and Gloria Kanu. <br /> Mayor Brown closed the public hearing. <br /> MOTION: It was m/s by Balch/Arkin to approve the Stoneridge Mall Framework Components as <br /> recommended with modification to include the amendments to Guiding Principle 11 as specified in <br /> the staff supplemental memorandum dated January 26, 2023, and to remove from prefacing section <br /> D, Design and Placemaking Elements, the following text: "Note that where specific dimensional <br /> standards are included, they are intended to reflect the preferred or recommended dimension(s)." <br /> Motion passed by the following vote: <br /> Ayes: Councilmembers Arkin, Balch, Testa, Mayor Brown <br /> Noes: Councilmember Nibert <br /> Absent: None <br /> The Mayor recessed the meeting at 8:40 p.m. and reconvened the meeting at 8:49 p.m. <br />
